Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Elpidia Hernandez Torres arrived to the home to conduct a case management visit on a self reported incident received on 05/02/25. Licensee reported a guardian had alleged licensee hit their child, then took the statement back. LPA arrived to the home to conduct staff and children interviews regarding the incident. The child was not present today and was not available for interview. LPA interviewed licensee, two staff, and one child. Licensee reported, child had an accident, and reported the incident to the guardians through the communication app, spoke with one guardian in person at pick up, and with the other guardian over the phone a few days later. It was on the phone conversation the guardian reported they did not believe child was hit at the day care. Staff corroborated, when one of the guardians arrived to drop off their child, the guardian asked the child if licensee hit them, and the child nodded yes. But guardian reported they didn't know if they believed the child or not. Staff then told the guardian the child is not being hit at the day-care. Staff interviews revealed they have not seen or heard licensee hit any child. Child interview reveled children get hurt at the day care by other children, not by licensee or staff. And licensee and staff will send children on time outs when they are hurting others. Licensee showed LPA camera footage of the licensee explaining to guardian what happened the day of the incident. Guardian is heard replying, the child has had similar accidents at home. There were no title 22 deficiencies issued today. Notice of site visit was given and must remain posted for 30 days.
