What Happened
Complaint investigation substantiated two ratio violations: unqualified aide (S5) left alone supervising 12 pre-kindergarten children without qualified teacher present; two's classroom operated out of ratio with 16-20 children under supervision of one teacher and one unqualified aide. Rough handling allegations unsubstantiated.
Observations
- staff member S5 (qualified aide with only 6 ECE units) observed providing care and supervision to 12 pre-kindergarten children without qualified teacher present
- two's classroom operated out of ratio on multiple occasions with 16-20 children
- inadequate staffing in two's classroom (one teacher S4 and one unqualified aide S6 with no ECE units)
- video recording evidence no longer available (overwrites after 7 days)
