What the inspector wrote

Brown stated that C1 was offered a bottle at 11:00am according to their feeding plan. Brown stated that the child refused their first bottle; it was reoffered later that hour by the child’s teacher. Brown stated that the child refused the same bottle again for the second time that hour. Brown stated that solid foods were also provided to the child throughout the day in addition to the bottle of milk that was offered. Brown stated that if a child initially refuses their bottle, the facility policy is to revisit the same bottle within an hour. Brown stated that once that hour has passed, the bottle can no longer be offered. Brown stated that on the day of the alleged incident, child C1 was signed out by their authorized representative before 04:00pm. Brown stated that per the infant’s feeding plan created by the child’s authorized representative, the afternoon feeding times are listed at 4:00pm and 06:45pm. Brown stated that if child C1 was present at the facility at 04:00pm, C1’s second bottle of milk would have been offered. Staff member S2-S5 were interviewed on 10/26/21 beginning at 02:09pm. Staff members all corroborated the interim center director’s statements. Staff members all stated that infant feeding plans are followed as it is written. Staff members that were familiar with or have worked with C1 stated that they did not observe any instances where C1’s feeding plan was not followed. Staff members stated that they did not have any concerns about the level of care being provided at the center and all stated that they believe that infant needs are being met at the center. Based on available information and interviews conducted, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated. All licensing reports are public information and must be made available upon request for at least three years. This report was read and reviewed with the facility’s interim center director, Megan Brown. There were no Title 22 deficiencies cited during today's inspection. Appeal rights were provided.
