What the inspector wrote

An unannounced case management visit to the facility was made today by Licensing Program Analyst (LPA) Y. Yang in response to information obtained during previous complaint investigation visits to the facility by the LPA. During the complaint investigation, it was corroborated that several staff members (S1-S5) at the facility did not have early childhood education (ECE) units, as outlined in Title 22 regulations, needed to work alone without the direct supervision of a fully qualified teacher in the infant classroom. Pepper stated that she is aware of the requirement that infant care staff shall have infant care related ECE units or work under the direct supervision of a fully qualified infant teacher. Pepper stated that S1-S4 are no longer employed by the center. Pepper stated that S5 now only works under the direct supervision of a fully qualified teacher. Pepper stated that the infant classroom is temporarily closed until the center can hire qualified infant care teachers. Based on available information, the center director’s own admission, and the information obtained from interviews, the preponderance of evidence standard has been met; therefore, it was corroborated that staff S1-S5 were permitted to work without the direct supervision of a fully qualified teacher in the infant classroom. Title 22, is being cited on the attached LIC 809-D. An exit interview was conducted, and this report was read and discussed with the center director, Alex Pepper. Appeal rights were provided. The Notice of Site Visit shall be posted for 30 days.

  • INFANT CARE TEACHER QUALIFICATIONS AND DUTIES

    Infant Care Teacher Qualifications and Duties. Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university.This requirement was not met as evidenced by: Based on the LPA's interviews with staff and a personnel record review, the facility did not ensure that staff S1-S5 met the qualifications required to work in the capacity of a teacher. Record review indicates that S1-S5 were only qualified to work as an aide under the direct supervision of a teacher. Based on the LPA's interviews, it was corroborated that S1-S5 supervised awake children for a portion of the day without being under direct supervision of a qualified teacher, which poses a potential risk to the children in care.
