What the inspector wrote

An annual random inspection was made to the facility by Licensing Program Analyst (LPA), Y. Yang. The facility file was reviewed prior to this inspection. A review of the personnel report on 02/12/26 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Food is properly stored, labeled, and free of contamination. Garbage cans containing solid waste were in good repair and had tight fitting lids. Diaper changing locations were within arms reach of a sink and constructed of material that was easily disinfected and sanitized. The LPA inspected the facility's infant nap areas and cribs. The facility's play yard is fully fenced and free of hazards. There are no climbing structures observed on the play yard that require fall cushioning. The facility representative stated no weapons or poisons are stored on site. There is at least one smoke and carbon monoxide detector on site. During today's inspection the facility was operating within the licensed capacity. At least one staff member present during the visit possessed current CPR and First Aid certifications. The sign in/out procedure was reviewed and was in compliance with regulations. Ten children’s records were reviewed and contained identification forms with authorized representative information, as well as medical assessments, immunization logs, parent's rights notification, 15 minute nap check logs, and infant safe sleep plans. What does Type A vs Type B mean?

Type A. Serious citation. Imminent or substantial risk to children. The regulator requires corrective action immediately and may impose a civil penalty.

Type B. Lower-severity citation. Corrective action required, no imminent risk. The regulator monitors compliance on the next visit.

  • ARTICLE 2. Administration of Child Day Care Licensing

Based on a review of employee personnel files, the licensee did not comply with the requirements of section 1596.866(b)(1). The LPA observed that staff members S2, S4, and S6 did not have a current California mandated reporter training certificate in their personnel files.
