What the inspector wrote

An interview was conducted with Staff on 1/29/24. Interviews were conducted with Staff (S1-S3) on 01/3/24. Interviews conducted with Staff (S1 and S3) on 3/04/24. An interview was conducted with Staff (S4) on 4/22/24. According to their statements staff do provide direct visual observation to infants. It means to be aware of the children\342\200\231s necessity and have visual of all the children. At all times and every movement we are supervising the infants. We are not on top of them or shadowing them, we let child move freely and discover their surroundings. Some staff are on the floor with a group of infants and another infant is playing in another activity and we let them play over there, but with visual supervision. Staff reported we work as a team and we would not ignore a child crying. Sometimes when they cry it's because they are new and want security and will get close to one staff member. Staff reported our goal is for the child to be safe and secure and we can\342\200\231t reach that goal if we are carrying a child that is crying all the time. Also it depends, there are different types of crying. If staff hear that a child is crying and they are hurt that\342\200\231s different, then a child that is crying just because they want to be held. Staff speak to the child and reassure them, but we never ignore a child. Staff reported there is a child who is new and does cry a lot because they miss their mother, so we just stay by child so child can feel us around and if child doesn't stop crying definitely staff will carry and comfort child. Staff will also get closer to child and give child toys to play with so child could get adapted. Sometimes we do let child cry for a bit and usually they calm down right away because we are there speaking with the child letting them know they are not alone, it's to be in a routine and being confident. Staff reported we all hold, hug and comfort all the infants. Based on interviews conducted, although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, therefore the allegations are Unsubstantiated. There was no Title 22 deficiency cited based on the above findings. Exit interview conducted and report was reviewed and discussed with Facility Representative , Fabiola Fontanell i. Appeal Rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
