What the inspector wrote

Licensing Program Analyst (LPA) Glenn Ouye made an unannounced visit today and met with licensee, Nadereh Ali to deliver findings for the above allegations. LPA Ouye previously met with licensee on 9/10/2024, 10/8/2024 and 10/10/2024. LPA Leticia Rosales-Meza conducted a joint visit with LPA Ouye on 10/8/2024 to interview a staff who required interpretation services. LPA Ouye also conducted collateral complaint investigation visits on 11/27/2024, 12/2/2024 and 12/4/2024. During the course of the investigation from 9/10/2024 through12/4/2024, LPA Ouye obtained documents and conducted interviews with licensee (S1), two current staff S2, S3 and former staff (FS4) of the child care center. Two children C1, C2 were interviewed. The allegation that staff did not prevent daycare child(ren) from engaging in inappropriate behavior, specifically that child C2 showed C1 his private part and asked C1 to touch it. The interviewed staff said that they did not see this particular event. Staff said that they do watch the children to prevent inappropriate behavior and have stopped inappropriate interactions when it occurs. The staff have discussions with children to educate on what behaviors are inappropriate and should not be done in the future. Children C1 and C2 who were allegedly involved in an incident both denied that they were involved in any inappropriate behavior of this nature. Based on the investigation, there was no conclusive evidence to support the allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the allegation did or did not occur therefor the allegation is unsubstantiated.
