What the inspector wrote

Licensing Program Analyst (LPA) Glenn Ouye met with Site Supervisor, Michelle Martin. LPA Ouye interviewed staff S1, S2 on July 10, 2024 and staff S3 on July 16, 2024 and S5 on July 30, 2024. Staff S1,S2 and S3 stated that staff S4 yelled at other staff in the presence of children on multiple occasions. Specifically, S4 screamed at S2 about the timing of children brushing teeth in front of children. S4 also yelled at S1 in front of children which was witnessed by S1 and S3 about the timing of taking a break. Staff S1, S2 and S3 all felt that S4 was trying to assert herself over the other teachers and felt that S4 thought the class should be run differently. The staff stated that they utilize iPads for the DRDP assessment tool to document the effectiveness and success of curriculum for the children. The data is given to the State of California as required for the programs state funding. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, is being cited on the attached LIC 9099-D. Appeal Rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

This requirement was not met as evidenced by staff: S1, S2, S3 interviews that they witnessed S4 yelling at other staff in front of children in the program. This poses a violation of a child's personal rights
