The Licensee stated that all meals and snacks are provided by the facility. The Licensee stated that substitute menu items are available for children with special dietary needs, food sensitivities, or allergies. The Licensee stated that this facility is a participant in the Sonoma County Community Child Care Council\342\200\231s (4CS) Food Program and receives regular, unannounced inspection visits every three months from the 4CS; the most recent visits were on June 13, 2023 and March 07, 2023. Per the Sonoma County 4C\342\200\231S provider handbook \342\200\234The purpose of the 4CS Child Health and Nutrition program is to assist childcare providers in serving nutritious, safe, balanced and varied meals to children in their care and to ensure that the Child and Adult Care Food Program (CACFP) is available, at no cost, to all children, regardless of race, color, religion, national origin, sex, age, or disability.\342\200\235 Providers are also required to provide meals/snacks that meet the USDA nutrition requirements and keep daily records of meals/snacks served and each child\342\200\231s attendance. During the LPA\342\200\231s initial inspection visit, the LPA reviewed the Licensee\342\200\231s daily record of snacks and meals served and inspection reports from 4CS inspectors. During the investigation, interviews were conducted with staff members S2-S3 on 03/23/23, daycare children, clients, and a representative of the 4CS Food Program. The staff members that were interviewed corroborated the licensee\342\200\231s statements. Daycare children that were interviewed reported that they have not heard the Licensee or any other staff member yelling inside the home. Children interviewed stated that they felt safe while in care. The clients that were interviewed all stated that they have never observed any personal rights violations at the facility and believe that adequate meals and snacks are provided by the facility. During the LPA\342\200\231s initial visit to the facility on 03/23/23 and today\342\200\231s follow up inspection visit, the LPA did not observe any evidence of personal rights violations. Based on available information, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore, the allegations are determined to be unsubstantiated at this time. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the facility\342\200\231s Licensee, Rhonda Jacquez. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
