The licensee stated that child C1 attended the facility for two days. The licensee stated that she did not notice anything unusual involving the child during the child\342\200\231s time at the facility. The licensee stated that she performed all diaper changes for child C1 on the first day the child was in care and did not notice any trauma near the child\342\200\231s genital area, only a rash. The licensee stated that she was ill on the second and final day child C1 was in care.The licensee stated that the care and supervision duties were delegated to staff S4 while she remained in her room upstairs. The licensee stated that daycare children are never left without supervision and are always supervised by a fingerprinted adult. The licensee stated that when a child sustains a minor injury while at the facility, parents are notified verbally. Licensee stated that when a child sustains a \342\200\234big\342\200\235 injury such a scratch or bump on their head, parents are notified by telephone/text and may be asked to pick up their child from the facility for medical treatment. Facility staff S2-S4 were interviewed by the investigator on 12/29/21 or 01/05/22. Staff stated that they have never observed any inappropriate interactions between child C1 and any other child or adult. Staff interviewed stated that they do not recall any unusual incidents that occurred at the facility related to this allegation. Staff interviewed all corroborated the licensee\342\200\231s statements. During the investigator\342\200\231s interviews with daycare children, the children all stated that they felt safe while in care and enjoy attending the daycare and have not observed or experienced anything that concerned them or made them feel uncomfortable. The clients that were interviewed by the investigator were generally satisfied with the facility and stated that they did not have any health and safety concerns or complaints about the facility or about the well-being of any of the children in care. Based on available information and interviews by the investigator, there is not a preponderance of evidence to support the allegation. Therefore, the allegation is unsubstantiated. The Windsor Police Department has also concluded their investigation due to a lack of evidence to support the allegation. All licensing reports are public information and must be made available upon request for at least three years. This report was read and reviewed with the facility licensee, Laura Brambila Gomez. There were no Title 22 deficiencies cited related to this complaint allegation. Appeal rights were provided. The Notice of Site Visit shall be posted for 30 days.
