What the inspector wrote

On 5/21/2026, Licensing Program Analyst (LPA), Y.Yang conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with the center director, Lisa Steindorf. The licensee is requesting to be licensed for 24 infants in classrooms #3 and #4. This is a combination center with a separate preschool license. Both programs are physically separate from one another. Present during today’s inspection were eight children with three staff members. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Steindorf that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured the facility’s indoor and outdoor activity space. Total indoor activity space measured 840.21 square feet which is sufficient to accommodate the requested capacity of 24 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water bottles and a drinking fountain. There is a sufficient number of cribs available for all infants that utilize cribs. The crib space is located in classroom #3. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance for the requested capacity was granted on 04/09/2026. LPA observed a total of 3 sinks and 1 toilet available for children’s use. Additionally, the director confirmed that there is a sufficient number of potty chairs available on the premises as well for children who are potty training. The children’s toilet is located in the infant classroom #4. There are 3 additional toilets available on the premises for children from the preschool program to use. The number of toilets and sinks available is sufficient to accommodate the requested capacity of 24 infants. Changing tables were observed to be placed within arms reach of a sink and not near food preparation areas. (Continued on LIC809-C) The facility currently has a fully fenced playground area. The wooden plank fence on the perimeter of the infant playground is at least four feet high. The total square footage for all the outdoor activity space is 1030 square feet, which is not sufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage has been submitted and approved on 05/18/26. Shade is provided via a shade structure on the play yard There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There were no climbing structures on the playground that required fall cushioning at the time of the inspection. Drinking water is available to children both indoors in the classrooms and outdoors while on the play around. The LPA observed all hazardous items on the playground to be inaccessible to children. The center director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No corrections are needed. A license for 24 infants has been approved effective today’s date. A notice of site visit was given to the center director and must remain posted for 30 days. This report was read and reviewed with the center director, Lisa Steindorf.
