What the inspector wrote

A required inspection visit was made to the facility by Licensing Program Analyst (LPA) Amy Strother. Upon arrival LPA was greeted by Licensee's husband (A1), who stated that Licensee, Jackielyn (L1) was not currently home and was out picking up children and would not return for one hour. LPA entered the home at the same time as one child (C9) was dropped off for care. LPA observed assistants S1 and S2 caring for 8 children (C1-C8) in the living room, operating within the licensed capacity and ratio requirements. LPA toured the on-limits areas of the home, including bathroom, family room and dining area. There is a child safety gate separating the living room from the other on-limits areas of the home. LPA observed the child safety gate to be closed and latched, with all children present in the living room area. LPA observed S1 holding and feeding a bottle to infant C2. C2 fell asleep and was placed into a play yard at 3:10pm. At 3:12pm LPA observed the play yard that C2 was in had a star mobile attached to it, a blanket draped over the side of the pack in play. LPA walked over to the play yard and observed that infant C2 had a bib around their neck and requested that S1 removed the bib, blanket and mobile. S1 immediately removed the items. At 3:15pm L1 arrived to the home and met with LPA. L1 provided a current roster of children in care as required. LPA verified that all children present were listed on the roster. LPA reviewed safe sleep logs for infants present during today's visit, C2 and C6 and form LIC9227 for C2. LPA made observations of staff interactions with children in care, to include verbal redirection when a child stood on the couch or played with toys inappropriately. L1 requested to put the backyard on limits during today's inspection, stating that she felt it was ready to be used by children and could provide an updated LIC999A yard sketch. Continue on LIC809-C LPA toured the backyard at 4:29pm observing a trampoline that had an inoperable zipper and tears in the netting and a large heavy water filtration system that was waiting to be disposed of, on the side yard. LPA did not approve the backyard for use during today's visit. During the visit, Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The following violation of the California Code of Regulations, Title 22; Division 12, was observed: see LIC 809D. Appeal Rights were provided. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with licensee, Jackielyn Bausley.
