What the inspector wrote

Licensing Program Analyst (LPA) Glenn Ouye met with Applicant Tara Tate to conduct a capacity determination and a prelicensing inspection. The application was submitted to the department on December 10, 2021. The preschool center has 3 main rooms and a restroom with 3 toilets and 3 sinks. The applicant is seeking to use one of the stalls in the bathroom as a staff toilet. LPA Ouye will review regulation to determine if it will be allowed or if a waiver will be requested. There are two public restrooms on the back of the building that staff can use if the interior toilet cannot be used by staff. The keyless deadbolt lock on the bathroom should be removed to prevent a child from locking out staff. The double doors for the laundry area should be made inaccessible to prevent children from accessing the laundry area and chemicals. The total interior square footage of the three rooms supports the application capacity of 30 children. There are a total of 5 sinks in the facility. There is a separate kitchen which will be off limits to the children and staff office. Both rooms are located off the front main room. There are three fire extinguishers and functioning smoke detectors. There is no carbon monoxide detector. The fire inspection has not been completed yet. The exterior outdoor activity area has the necessary square footage to meet the regulatory requirements for 30 children. The outdoor activity area has a fence that separates the area from a pond. There is a approximate 20 foot section of the fence that does not meet the 5 foot see through requirement. The fence is currently approximately 50 inches high in this section. A copy of the fencing regulation will be provided to the applicant. The remaining fence that creates the barrier from the pond meets regulation requirements. The fence that surrounds the activity yard does not meet regulatory 4 feet in height. There are broken panels and dry rotted posts. The fencing requirement must be a minimum of 4 feet. A copy of this regulation will also be provided to the applicant. Seven window screens are torn and should be replaced . One screen in the middle room is missing. There is an outdoor electrical outlet that has no cover to the east side of the rear double doors. There is lockable shed in the outdoor activity area. The trim has dry rot and is at risk for splinters for children in care. The trim and any wood areas should be repaired to prevent injury to children. The applicant will be required to install sufficient fall protection if a climbing structure is installed. LPA will continue to review the application and will notify the applicant of any application documents that are required to complete the application. LPA Ouye will schedule a future date with the application to conduct final prelicensing inspection when the application is complete and all of the repairs have been completed.
