What the inspector wrote

Licensing Program Analysts (LPAs) Y. Yang and J. Clark conducted an unannounced case management visit to follow up on issues identified during a previous visit on December 11, 2025. The Department has received notification that the facility is commingling children from the toddler program with children from the infant and preschool programs on multiple occasions. Per California Title 22 regulations, the toddler program shall be conducted in areas physically separate from those used by older or younger children. This facility operates as a combination center with a toddler component with separate licenses for infant and preschool programs. Each program is designated its own distinct space within the center. The infant care classroom is located in a separate building on the premises. The preschool and toddler classrooms are housed in the same building, but in distinct, separate rooms. The LPAs met today with the facility's assistant director,Julia Crane-Perry and explained the purpose of the visit. The LPAs spoke with the licensee/center director Leanne Nelmes over the phone and explained the purpose of the visit. During the December 11, 2025 visit, the licensee and several staff members acknowledged that toddlers are routinely commingled with preschool children, typically at the end of the day during pick-up time when attendance is low for periods of under one hour. Additionally, the licensee and staff acknowledged that older infants (approximately 16\342\200\22317 months) are occasionally brought into the toddler classroom to support their transition into the toddler program. The licensee indicated that parents provide permission for their children\342\200\231s placement in the optional toddler program. The licensee stated that preschool age children are never commingled with the infants in care. The following violation(s) of the California Code of Regulations, Title 22; Division 12, were observed: see LIC 809D. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the assistant director, Julia Crane-Perry.
