Inspector’s narrative

What the inspector wrote

The investigation included unannounced site visits on March 27, 2025, and April 24, 2025, during which the LPA observed classroom environments and interviewed children and staff members (S1 through S7). Children interviewed did not provide corroborating information to support the allegation. Of the staff members interviewed, five individuals corroborated Director Avina\342\200\231s statements, stating they have never observed her yelling or engaging in verbal altercations with anyone at the center. One staff member (staff S4) reported that they had been yelled at and spoken to aggressively by Director Avina in the presence of children. Staff S4 also expressed dissatisfaction with Director Avina\342\200\231s management style and stated that they did not appreciate receiving verbal coaching or direction from the director while in the classroom with children present. Based on available information and interviews conducted, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is determined to be unsubstantiated at this time. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the center director, Martha Avina. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today\342\200\231s date.
