What the inspector wrote

P. Schlager explained that on the day in question, she had three infants in care. She stated that child 1 and child 2 were both trying to sit on her lap. According to P. Schlager, child 1 initially pushed child 2 out of the way, and child 2 then pushed child 1 in response. P. Schlager stated that child 1 subsequently fell backwards and hit their shoulder on a child gate. P. Schlager clarified that child 1 did not hit their head on any furniture, although the child was upset and began to cry. P. Schlager further stated that she separated the two children and that at no point did she raise her voice or scold either of them. Throughout the course of the investigation, the LPA conducted observations and interviewed staff and other individuals familiar with the facility. The information obtained through these interviews did not yield any corroborating evidence to support the allegations. Furthermore, during the LPA\342\200\231s visits to the facility on July 9 and the date of this report, no observations were made indicating any violations of children\342\200\231s personal rights. The children in care appeared to be treated with dignity in their interactions with staff and others and were provided with safe, healthful, and comfortable accommodations, furnishings, and equipment. Based on available information, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore, the allegations are determined to be unsubstantiated at this time. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the facility\342\200\231s licensees, Paige and Jennifer Schlager. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
