What the inspector wrote
A change of ownership prelicensing inspection was conducted February 22, 2024 at noon by Licensing Program Analyst (LPA), Snow, Yang and LPM Lor. This is a change of ownership from TLE AT ROHNERT PARK, LLC facility # 493009945. LPA Snow met with facility representative Carrie Escobedo, the applicant/licensee is requesting a license for 20 infant, 24 toddler & 126 preschool age children, with a total capacity of 170. The facility will operate Monday-Friday, 6:00 am to 6:30pm. The facility has 11 rooms, with 11 bathrooms for children and 1 bathroom for staff. We have received an approved fire clearance 10/02/2023.
126 Preschool: Children will nap on cots/mats in each classroom. There are sufficient number of matts to meet the capacity. The outdoor play area is fully fenced. There are 2 yards for the preschool children with 2 climbing structures. There is adequate cushioning (rubber mats) underneath.
A preschool capacity worksheet was completed during the visit. There is enough indoor space (4515.56square ft) for 126 children and outdoor space (Yard 1 3809.49square ft) Preschool yard #2 6185.67 sq ft) total preschool yard 9995.16 square feet for 126 children. There are 9 toilets and more than 9 sinks available for children. Based on the above, the maximum capacity of the facility could be 126.
20 Infants: There is a nap area in room #11 for infants to sleep with 8 cribs available plus additional mats. The changing tables are located Infant rooms 2 & 11.
Infant An infant capacity worksheet was completed during the visit. There is enough indoor space (790.55 sqft) for 20 children and outdoor space (2740.3sq ft) for 20 children. There are 2 toilets in the infant rooms (that was used to accommodate the preschool capacity) and 2 sinks available for children. Based on the above, the maximum capacity of the facility could be 20 infants.
24 Toddler: A toddler capacity worksheet was completed during the visit. There is enough indoor space for 24 children (852.71square ft) for 24 children. There are 2 toilets and more than 2 sinks available for children. Based on the above, the maximum capacity of the facility could be 24 toddlers.
Infant/toddler There is one outdoor play area for infants that is fully fenced. There is one play structure for children to play on and adequate cushioning underneath. The facility has requested a waiver for toddlers to use the infant yard. The infant yard is 2740.38 square ft which can accommodate the requested infant capacity of 20.
The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: The kitchen to store/prepare meals & serves 2 snacks and a lunch. These areas have been made inaccessible by means of door locks. The isolation area for sick children will be located in the front office. There is safe and age-appropriate furniture, toys, and play equipment available for children. There is no pool, spa, pond, fountain, or any other body of water on the premises The poisons are locked in the janitor’s closet. Carrie said there are no weapons on property.
Facility representative, Carrie Escobedo was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with facility representative, Carrie Escobedo the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA also informed facility representative, Carrie Escobedo of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Representative, Carrie was informed of the

site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the or facility representative, Carrie Escobedo in person and Parag Laddha via telephone call.
The following items need to be completed prior to the granting the license:
1. Approval for the shared yard waiver; resend request
2. Managerial review, additional documents may be required
3. Need Lease under the licensee’s name. Send a copy of the lease made out to Rohnert Park Learning LLC.
4. Install a 4 foot nap wall in infant room #2
5. Update infant room #2 sketch
6. Manual or proof of manufacturer age for 3 play structures (1 infant/toddler & 2 in preschool)
7. Install a shade structure in the second preschool play yard; send photo
