What the inspector wrote
On 07/23/2025, Licensing Program Analysts (LPAs) Jaelyn Agbayani and Amy Strother met with Applicant representative, Brij Desor, and Director, Caroline Hudson. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. This is an application for 52 children 8 of which are infants ages 6 weeks to 24 months in infants room 1 and 2, 12 of which are toddler children ages 18 months to 36 months in the toddler room, and 32 of which are preschool children ages 2 years to 6 years old in the preschool room and the playroom. The childcare center will operate Monday\342\200\223Friday 8:00 AM - 5:00 PM. The fire clearance was approved on 05/19/2025. There were no children present during this inspection.
LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 6 classrooms designated for each component.
Infant Classroom measurements are:
The indoor total measurements contain a total of 162.12 square feet, which will not accommodate applicant\342\200\231s request for 8 infant children but will accommodate for 4 infant children.
Toddler Classroom measurements are:
The indoor total measurements contain a total of 347.30 square feet, which will not accommodate applicant\342\200\231s request for 12 toddler children but will accommodate for 9 toddler children.
Preschool Classroom measurements are:
The indoor total measurements contain a total of 954.90 square feet, which will not accommodate applicant\342\200\231s request for 32 preschool children but will accommodate for 27 preschool children. LPAs continued to tour the facility and measured all outdoor activity space.

Infant Outdoor measurements are:
The outdoor total measurements contain a total of 356.66 square feet, which will not accommodate applicant\342\200\231s request for 8 infant children but will accommodate for 4 infant children.
Toddler Outdoor measurements are:
The outdoor total measurements contain a total of 444.09 square feet, which will not accommodate applicant\342\200\231s request for 12 toddler children but will accommodate for 5 toddler children.
Preschool Outdoor measurements are:
The outdoor total measurements contain a total of 8498.45 square feet, which will accommodate applicant\342\200\231s request for 32 preschool children.
LPAs observed all classrooms to be clean, safe, sanitary, and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPAs observed no fireplace or open face heaters. LPAs observed fully charged fire extinguisher, carbon monoxide and smoke detectors in the facility. There are 4 cribs, 1 changing table, 5 sinks, 4 toilets, 12 tables, 66 chairs, 6 highchairs, 20 to 40 adjustable cubbies, and 41 nap mats for the infants, toddlers, and preschoolers. LPAs observed cubbies at the entrance of the facility, applicant stated that these cubbies will only store children\342\200\231s backpacks, blankets, and shoes. Applicant was advised that feeding chairs or other appropriate seating equipment shall be used to seat infants during feeding. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the office area of the facility. LPAs observed that items that may pose a danger to children were stored in a locked cabinet in the kitchen inaccessible to children. LPAs observed containers with tight-fitting lids for the disposal of solid waste. LPAs advised that applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. LPAs also observed that there are working cameras in every classroom and on the premises.

LPAs observed infant changing table within arms reach to the sink. Director stated that milk and formula will be provided by parents for infants. LPAs advised Applicant that as per Title 22 regulations, bottles and dishes provided by authorized representatives shall be rinsed and returned to authorized representatives for sanitizing at the end of each day. Applicant stated that they will be returning infant bottles to authorized representatives at the end of each day.
The facility will be providing snacks Monday to Friday, lunch on Fridays, and parents will provide lunch Monday to Thursday. Applicant was advised that full-day programs shall ensure that each child has a lunch and children shall be free to drink as they wish. Drinking water is readily available for the children via filtered water dispenser in each classroom and will use their own individual water bottles. LPAs observed a kitchen/ food preparation area kept clean and free of litter and rubbish; Applicant was advised that measures shall be taken to keep kitchen areas free of rodents and other vermin.
Outdoor area for infant, toddler, and preschool children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by trees. The areas around and under high climbing equipment had cushioned with material (artificial grass) that absorb falls. The playground is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. LPAs observed playground structure only within preschool play yard, infants and toddlers will have alternative age appropriate toys. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPAs observed no bodies of water.
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed before a licensure will be considered:
1. Final review of application packet by LPM
2. Install gate by kitchen to create barrier as separate spacing
3. Proof of age appropriate playground sticker or proof of manufacture label
4. Appropriate cushioning for fall points on preschool play yard
5. Proof of toddler potty chair
6. Barricade shed area to make inaccessible to children in care
7. Proof of posting of Personal Rights and Parents Rights
8. Waiver for toddler outdoor space to accommodate toddler capacity
9. Gate to barricade office space to make inaccessible for children
10. Applicant is considering changing components served, applicants need to inform CAB LPA of final decision by 07/28/2025
An additional visit may be required dependent on whether applicant chooses to make changes to components served.
An exit interview was conducted with the above item discussed.
