What the inspector wrote

On 09/18/2025, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Jaelyn Agbayani and Licensing Program Analyst (LPA) Yang Yang conducted an unannounced follow up Pre-Licensing inspection for a single license conversion. An initial pre-licensing inspection visit was conducted on 07/30/2025 with LPAs Jaelyn Agbayani and Yang Yang. Upon arrival, LPAs met with Center Director Elizabeth Giotta. The purpose of the visit was an unannounced follow-up prelicensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. LPAs toured the facility to conduct a follow up inspection to confirm that licensee representative and director were able to correct all necessary items from the initial inspection as well as make necessary changes as applicant has changed the components served from initial request. Infant Classroom measurements are: LPA is using previous indoor infant classroom measurements and is including previous toddler classroom measurements into the infant classroom measurements as per licensee representative facility is no longer requesting the addition of a toddler component. The total square footage. The indoor total measurements contain a total of 1201.41 square feet, which will accommodate applicant\342\200\231s request for 20 infants. Infant Outdoor measurements are: LPA used infant/toddler outdoor measurements from previous inspection as the only change is the facility is no longer requesting a toddler component. Per previous measurements from the initial inspection, the infant yard\342\200\231s total measurements contain a total of 1240.13 square feet, which does not accommodate applicant\342\200\231s request for 20 infants but will accommodate 16 infants. Center Director will submit outdoor rotational schedule. Report continued on LIC 809-C. Page 2 LPA observed all classrooms to be clean, safe, sanitary, and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPA observed no fireplace or open face heaters. LPA observed fully charged fire extinguisher, carbon monoxide and smoke detectors in the facility. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the office area of the facility. LPA observed that items that may pose a danger to children were stored in a locked cabinet in the kitchen inaccessible to children. LPA observed containers with tight-fitting lids for the disposal of solid waste. LPA advised that applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. Outdoor area for infant children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by trees. The playground is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. LPA observed there to be no climbing equipment in the infant play yard 1. Per center director the facility will provide alternative age appropriate toys. In the infant play yard 2 LPAs observed a climbing structure. LPAs discussed with center director to ensure that high supervision is provided to ensure the safety of the children. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPAs observed no bodies of water. LPAs can confirm that applicant was able to correct all needed physical plant corrections from initial visit as well as make proper adjustments to accommodate new requested components that will be served. The following corrections are needed before a licensure will be considered: 1. Final review of application packet by LPM 2. Waiver request for outdoor rotational schedule for infant play yard An exit interview was conducted with the above item discussed. This report and appeal rights were provided to Elizabeth Giotta, Center Director. Final license determination will be made upon review by the Licensing Program Manager. Notice of site visit was given and must be posted for 30 days.
