What the inspector wrote

On 05/26/2026, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Jaelyn Agbayani conducted an announced follow up Pre-Licensing inspection for a New License. An initial pre-licensing inspection visit was conducted on 02/25/2026 with LPAs Jaelyn Agbayani, Yang Yang, and James Clark. Upon arrival, LPAs met with Applicant Representative Emmanuelle Michel and Center Director Alexandria Pepper. The purpose of the visit was an announced follow-up prelicensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. LPA toured the facility to conduct follow up inspection to confirm that applicant Emmanuelle Michel was able to correct all necessary items from the initial inspection. LPA observed at the initial inspection that there was no gate indicating the physical separation between the infant and toddler yard space. At today’s inspection, LPA observed that the applicant was able to correct this by installing a four foot fence that physically separates the infants and toddlers play yard. LPAs observed at the initial inspection that the infant changing table was not within arm’s reach to the sink. LPAs also observed at the initial inspection that the infant changing table did not meet title 22 regulation 101439(h) that the infant changing table must contain raised sides at least three inches high. At today’s inspection, LPA observed that the applicant was able to correct this initial correction by placing the changing table to be within arm’s reach to the sink as well as ensure that the infant changing table contained raised sides to at least three inches high to meet standard regulation 101439(h). LPAs also observed at the initial inspection that the infant crib room was not set up and ready for children to be taken into care. At today’s inspection, LPA observed that the applicant was able to correct this by completing the set up of the infant crib room. LPA observed that there were 7 cribs. Report continued on LIC 809-C. Page 2 At the initial inspection, LPAs observed and discussed with applicant that the brick wall area located in Toddler A Classroom needed to have a window or similar to ensure supervision requirement can be met at all times. During today’s inspection, LPA observed that the applicant was able to correct this by installing multiple window panes to see inside of the brick wall area to maintain supervision. Ultimately, LPA can confirm that applicant was able to correct all needed documentation for application purposes as well as receiving approval for staggered outdoor play for the toddler component. An exit interview was conducted with applicant representative, Emmanuelle Michel. This report was provided to applicant representative. Appeal rights were provided to applicant representative. Effective today, 05/26/2026, this facility will be licensed for 12 infants and 19 toddlers.
