What the inspector wrote
On October 16, 2025 Licensing Program Analyst (LPA) Jaelyn Agbayani met with applicant representative Vivia Strome. The purpose of the visit was an unannounced pre-licensing inspection at the facility to ensure the health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. Applicant requested for a Change of Ownership for 30 preschool children ages 2 to 5 years old. The child care center will operate Monday\342\200\223Friday 7:30 AM - 5:30 PM. The fire clearance was approved on September 11, 2025. Facility is operating under existing preschool program # 493010872. There are 16 children and 4 staff present during today's inspection.
LPA toured and measured the on-limits areas and classrooms located at the facility.
The facility has a total of 3 classrooms approved by the fire department to be accessible to children.

The Indoor total measurements contain a total of {1051.52} square feet, which will accommodate applicant\342\200\231s request for 30 preschool children.

Outdoor total measurements contain a total of {5176.33} square feet, which will accommodate applicant\342\200\231s request for 30 preschool children. LPA reused measurements from initial pre licensing inspection for the existing facility number 493010872 that was conducted on 06/12/2025 as LPA observed no changes have been made to the existing preschool yard.

All indoor and outdoor activity space utilized for the children were inspected today. LPA informed applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA observed all classrooms to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at all times. Applicant was advised that temperature in rooms that children occupy between a minimum of 68 degrees F and a maximum of 85 degrees F.
Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. There are 39 chairs, 10 tables, 31 cubbies, 21 cots, 2 toilets and 3 sinks available for preschool and children. Staff have one separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the office area of the facility. First aid supplies, medication, and cleaning products are stored in the kitchen area kept inaccessible to children. The Applicant shall take measures to keep the center free of flies, other insects, and rodents. Applicant was advised that all containers used for storage of solid wastes, including moveable bins, shall have a tight fitting cover that is kept on. LPA observed 2 open face heaters boarded up making it inaccessible to children. Per applicant, there are no firearms on facility premises. LPA observed a fully charged fire extinguisher, smoke and carbon monoxide detectors at the facility.
LPA observed the facility has a fully fenced outdoor playground for preschool children. The fence is at least four feet high. LPA observed a sandbox area, LPA advised that sandboxes should be inspected daily and shall be kept of hazardous foreign materials. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Outdoor area was free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. The areas around and under high climbing equipment, swings, slides and other similar equipment was observed to be cushioned with woodchips that can absorb a fall. Applicant understands that no child(ren) shall be left without visual supervision of a teacher at any time. Outdoor shade was provided by trees and canopies. LPA observed no bodies of water.
Lunch is provided by parents. Facility provides snacks for the children. The facility has food preparation area with refrigerator, microwave and hot/cold running water. Applicant stated that drinking water is readily available for the children in the facility via water filter that receives regular maintenance, and children will bring their own water bottles during outdoor activities. LPA informed applicant that hot water temperature controls shall be maintained to automatically regulate temperature of hot water delivered to plumbing fixtures used by children to attain a hot water temperature of not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees C). Taps delivering water at 125 degrees F (51.6 degrees C) or above shall be prominently identified by warning signs.

Drinking water is available for children from a private source (well), applicant was advised that as a condition of initial licensure, the applicant shall provide evidence of an onsite inspection of the source of the water and a bacteriological analysis that establishes the safety of the water. The inspection and the bacteriological analysis shall be conducted by the local health department, the California Department of Health Services or a licensed commercial laboratory. Subsequent to initial licensure, the licensee shall provide evidence of a bacteriological analysis of the private water supply as frequently as is necessary to ensure the safety of the children, but no less frequently than every quarter.
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

LPA reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Applicant were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
