What the inspector wrote

On 10/09/2025, Licensing Program Analyst (LPA) Erica Pacheco conducted an unannounced case management inspection. LPA met with Head Teacher, Araceli Garcia, toured the facility inside and outside and a census was taken. The purpose of today's inspection is to conduct a case management inspection regarding an unusual incident that was reported to the Community Care Licensing Office (CCL)-Fresno Office that occurred on Wednesday 09/03/2025 between 10:00am and 10:15am. LPA followed up on information received by the unusual incident report stating that a child squeezed themselves through a gate and ran across the street before a staff member was able to catch up to the child and bring the child back to the facility. Through interviews conducted, it was confirmed that Child #1 squeezed through the fence and crossed a dead-end street into a neighborhood. The child did not sustain any injuries and was able to be safely returned to the facility. Based on the interviews and observation of the yard, there is sufficient information indicating that Child #1\342\200\231s personal rights were being violated as the facility did not provide a safe environment while playing in the preschool outdoor play yard. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, there is deficiency being cited during today\342\200\231s inspection. (See page LIC809-D for additional information). (continued on 809-C) Upon receipt of a Type A violation, Facility shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. A copy of the Fact Sheet - Child Care Parent Notification Requirements and a copy of LIC 9224 Acknowledgement of Receipt of Licensing Reports was given to Head Teacher, Araceli Garcia. Head Teacher was provided a copy of appeal rights. A notice of site visit (LIC 9213) was given and must remain posted for 30 days. This report shall be made available to the public upon request. Exit interview conducted and report was reviewed with Head Teacher.
