What the inspector wrote

On 06/22/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma conducted an unannounced Case Management inspection and met with Site Supervisor, Pardeep Kaur. Present during the inspection was also Beatriz Diaz, Concha Alvarez, & Karina Jimenez . LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 203 Glenda Way In Ceres, CA. The Licensee is requesting an increase of capacity to 77 Preschool Children. The licensee is also forfeiting their School Age License -503808977 to make room for the increase of capacity. The toddler option will remain the same - 20 Toddlers. This program will operate year round from 7:00 AM to 5:00 PM Monday through Friday. This program will operate in the preschool classrooms numbered 2, 4, 5 & 6. The Toddler Classroom is staying in room #3. The center will provide breakfast, a morning snack, Lunch, and afternoon snack. Food is provided by the centralized kitchen. Food gets brought over daily and delivered to each classroom. There is hot running water in the kitchen. Staff will utilize the bathroom located at the entrance of the center to the left. Ill children will be isolated in the site supervisors office and will use the staff bathroom. All the cleaning items and toxins are stored in the kitchen/laundry room which is remained closed and locked. The classrooms had age appropriate toys and were observed to be clean & free of toxins. The cleaning items will be stored in the kitchen but some will be kept in a high cabinet in each classroom which will be inaccessible to children. Each classroom uses a red First Aid Bag to store medication if needed which is hung up high at the entrance of the classroom and is inaccessible to children. LPA observed that the furniture and equipment inside the classrooms appeared to be safe and in good condition. There is at least one working carbon monoxide in the center. Report Continued Onto LIC 809-C Pardeep stated that parents aren't allowed into the classrooms yet so they pick up/drop off their child at the front office. Staff communicates with walkie talkies. Staff are doing wellness checks & temperature checks every morning during drop off & pick up. Children will be able to wash their hands and/or use hand sanitizer before going into the classrooms. Children and staff are practicing social distancing and are wearing masks. Room measurements were taken and reviewed with Pardeep. The total inside preschool area measured to an approximate 2,789 square feet which will accommodate the requested capacity of 77 preschool children. Nothing is changing to the toddler area. Toys and equipment appeared to be age appropriate in the newly licensed classroom #6. LPA observed plenty of cots which are stored in each classroom. LPA observed plenty of age appropriate toys and enough tables & chairs to meet the requested capacity. The center provides bedding and blankets and get washed on site every day. There are a total of 8 toilets and 8 sinks/hand washing fixtures available for the preschool children. Each classroom is using water jugs and disposable cups for drinking water. Water jugs will also be used for the outside play area. The approximate outside square footage for the preschool area was measured on 10/5/2016 and is approximately 26,859 square feet which will accommodate the requested capaci ty. The toddler play area is remaining the same. Both play areas are separated from each other and have a fence that goes all around. LPA observed plenty of shade area, grass, age appropriate toys, & a sand box. Pardeep stated that children will have to walk through the infant and Toddler play area to get to the preschool play yard. They will use a rope and will have adequate supervision at all times. A fire clearance for a total of 77 Preschool children was received and granted by the Ceres Fire Department on 6/18/2021. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Inside Day-care: · Get stepping stools for bathroom sink and toilet. Outside Daycare: · Get age sticker for play structure. · Cover holes out in the preschool yard to prevent tripping hazards or injuries. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 77 preschool children with a toddler component of 20 toddlers.
