What the inspector wrote

Licensing Program Analysts (LPAs) Valentin Hernandez and Anita Tristan conducted an unannounced complaint inspection to provide findings for the above allegation. LPAs Hernandez and Tristan met with Director, Cluadia Vazquez. LPAs reviewed the allegation, and toured the facility, inside and outside and a census was taken. LPA Hernandez observed no children present as the center had a minimum day due to a center all staff meeting. During today's visit, LPAs measured the cozy area. Information gathered revealed that staff place children in a calming area when displaying behavioral issues. Licensee has a rolling credenza with the shelving side filled with toys, facing the wall. The backside of credenza, with postings, faces the classroom. Staff rolls the credenza in front of the calming area, segregating child from the rest of the classroom. With the arrangement of the furniture, the calming area has no open sides, and the child is enclosed without being able to exit. This area is approximately 2 feet 9 inches high, 2 feet 6 inches in length and 2 feet 10 inches wide. Based upon LPA Hernandez’s observations, documentation, and information gathered through interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Per California Code of Regulations, Title 22, Division 12, Chapter 1, this deficiency is to be cited. Exit interview conducted with Director, Claudia Vazquez. Plan Of Correction and Appeal Rights were given and discussed. A Notice of Site Visit to be posted for 30 days.
