Inspector’s narrative

What the inspector wrote

On 10/10/2023, Licensing Program Analyst (LPA) Valerie Mireles met with Director Sonja Stephens for an unannounced case management inspection. A complete file review was conducted prior to today's inspection. LPA toured the facility inside and outside. A census was taken during naptime. The purpose of today's inspection was to address an unusual incident that took place at the facility on 09/13/2023. An Unusual Incident Report was submitted to the Fresno Community Care Licensing Office regarding an incident that occurred on 09/13/2023 involving a daycare child that fell when the child observed the parent arrive for pick-up. The child was running from the woodchip planter box towards the cement and tripped over the plastic barrier onto the cement. The child sustained an injury to the face. On 10/10/2023, LPA spoke with Staff #1, who reportedly witnessed the incident as it occurred and was in proximity of the child when the incident occurred. Staff #2 and Staff #3 were not available for interviews at the time of today\342\200\231s inspection. The child\342\200\231s parent was also present and immediately responded to the child and rendered aid. The Director was notified and assisted in providing aid to the child. On 10/10/2023, LPA Mireles observed the outdoor planter area where the incident took place. The outdoor planter was inspected and was in good condition with no visible defects. At the time of the incident there were three teachers present and approximately 31 children at the outdoor playground area when the incident occurred; therefore, adequate supervision was in place. Based on the information obtained, LPA determined staff handled the incident correctly and reporting requirements were met. After interviewing staff and reviewing facility records, LPA determined facility staff took appropriate measures to address the child\342\200\231s injury, following proper policies and procedures and no regulations were violated. Per the California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited during today\342\200\231s inspection. Exit interview conducted with the Director, Sonja Stephens.
