What the inspector wrote

On 10/17/24, Licensing Program Analysts (LPAs) Nancy Her and Joe Pacheco conducted an unannounced case management inspection and met with Coordinator, Kembra Houck. LPAs toured the inside and outside of the facility. The licensee is Modesto City Schools District and they are requesting a capacity decrease from 72 preschool children to 48 preschool children by removing Classroom 2. Facility will continue to operate in Classrooms 1 & 10 on the campus of Bret Harte Elementary School. This program currently operates on a traditional school year schedule from August through May, Monday \342\200\223 Friday with two half day sessions. AM session is 8:00 \342\200\223 11:00. PM session is 12:00 pm \342\200\223 3:00 pm. Facility provides breakfast for the AM session and lunch for the PM session. Food is prepared at Bret Harte elementary school cafeteria and delivered daily. Staff will utilize the bathrooms designated for staff located in each classroom. Ill children will utilize the staff bathroom in each classroom and be isolated in the corner of each classroom. Cleaning supplies are stored in cabinets which are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. Facility has a working carbon monoxide detector in each classroom. LPAs observed that there are plenty of tables, chairs and cubbies. LPAs observed plenty of age appropriate items & toys. Room measurements were taken and reviewed with Coordinator. The total inside preschool area measured to an approximate 1,967 square feet which will accommodate the requested capacity of 48 preschool children. There are a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate 48 preschool children. LPA observed drinking fountains in each classroom and drinking fountains in the outdoor activity area. Coordinator stated that facility also brings an igloo jug and paper cups outside for children to consume water during outdoor activities. There have been no changes to the outdoor activity area so the space was not measured today due to this being a capacity decrease. The preschool play area is gated all around and is shared with elementary school children at separate times. Licensee has an approved waiver on file for shared use of the outdoor activity area. LPAs observed age-appropriate toys and equipment. Two high climbing play equipment areas were observed. CONTINUED ON LIC809-C Facility is utilizing wood chips for cushioning under high climbing equipment in both areas. LPA reminded Coordinator, Kembra Houck to provide adequate supervision at all times. A fire clearance request for the above classrooms for 48 preschool children was approved by the Modesto Fire Department on 9/18/24. Pending a final file review a recommendation will be made to license the above facility for a capacity of 48 preschool children in Classrooms 1 and 10. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Coordinator, Kembra Houck. A notice of site visit was given to Coordinator and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
