Inspector’s narrative

What the inspector wrote

On 08/21/2024 Licensing Program Analysts (LPAs) Miguel Herrera and Yesenia Fierro conducted a Case Management inspection that was initiated by licensee. LPA met with ECE Coordinator, Kimbra Houck. LPA conducted a tour of the facility inside and outside. The purpose for the inspection was to inspect the newly added outdoor playground. The Department was notified on 08/19/2024 that the playground was ready for an inspection. The preschool play area's size was modified. Currently the preschool play area's approximate square foot is 7,089 which can accommodate more than the licensed capacity of the preschool license at 75 sq feet per child. The playground consisted of a bench shade structure located in the mulch area next to the sand box. Per ECE Coordinator Houck the facility provides two pop up canopies for shade that measure approximately 10 ft by 10 ft. LPA Herrera reminded ECE Coordinator Houck to ensure staff anchor the canopies to prevent any injuries. The playground will be utilized by children ages ranging 2 to 5 years old. LPAs observed a water fountain in the playground and 2 picnic tables. The play yard had a sand box that was covered by a meshed screen. The area around the slides has adequate wood chips to absorb falls. The new play structure has a manufacturer label that states the equipment is designed for children ages 2 to 5 years old which is appropriate for the preschool children. The play structure was professionally installed, and is properly anchored into the ground. LPAs observed adequate cushioning in the form of wood chips underneath the play structure and landing of the slides to absorb falls. LPA Herrera observed two sheds located in the play yard that were securely locked. The play yard has a push to open door and ECE Coordinator Houck stated that staff will always be placed by the door to ensure children don't go near the door. The grass area is temporarily made inaccessible by a chain link fence as it is currently being reseeded for grass. LPA Herrera is recommending that the staff regularly rake the wood chips into the fall zones. LPA advised for the staff to conduct frequent safety inspections of the play structure to check for any loose parts, cracks, and hazards. ECE Coordinator Houck is aware of child safety around the play structure and assumes all responsibility. ECE Coordinator Houck understands that children must be always supervised while using the play structure. Outdoor activity space surface is maintained in a safe condition and is free of hazards. ECE Coordinator Houck has the user\342\200\231s manual and ensures that the manufacturer\342\200\231s instructions will be followed. Continued on 809-C. Playground equipment is in good condition, free of sharp, loose, or pointed parts. At the end of the tour LPAs met with ECE Coordinator Kimbra Houck to conclude the inspection. The outdoor play area has been approved for use effective today, 08/21/2024, for the preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. ECE Coordinator Kimbra Houck was provided a copy of appeal rights. A notice of site visit was given and must remain posted for 30 days.
