What the inspector wrote

On 12/11/2025, Licensing Program Manager (LPM) Joseph Pacheco and Licensing Program Analyst (LPA) Yesenia Fierro conducted an unannounced Case Management inspection and met with Early Childhood Education Coordinator (ECE Coordinator), Oliva Letourneaux. LPA toured the inside and outside of the facility. The licensee El Vista Child Development Center is requesting a capacity decrease from 47 preschool to 24 preschool children by no longer using classroom 5. Facility currently operates in classroom 28. This program currently operates Monday \342\200\223 Friday, 8:30 am \342\200\223 2:30 pm. Classroom 28 was observed to be clean and in operating condition. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. The facility has working carbon monoxide detectors in the classroom. LPA observed that there are plenty of tables, chairs, and cubbies. LPA observed plenty of age-appropriate learning material, dramatic play equipment & toys. Room measurements for classroom 28 were taken and reviewed with ECE Coordinator Mrs. Letourneaux. The total inside area of classroom 28 measured to an approximate 900 square feet which will accommodate up to 25 preschool children based on Title 22 regulations of 35 square feet per child for indoor activity space. There is a total of two (2) sinks/hand washing fixtures and one (1) toilet in classroom 28. Facility has a waiver in place allowing them to share restrooms with El Vista Elementary students, which consists of four (4) toilets and four (4) sinks. The facilities in classroom 28 along with the facilities with El Vista Elementary will accommodate the requested capacity of 24. Outdoor space was not measured as this is a capacity decrease, and there have been no changes to the outdoor activity area. CON'T 809-C A fire clearance for 24 preschool children in classroom 28 was granted by the Modesto Fire Department on 11/18/2025. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with ECE Coordinator, Oliva Letourneaux A Notice of Site visit was given to ECE Coordinater and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
