What the inspector wrote

On 08/14/2025, Licensing Program Analyst (LPA) David Rocha and Licensing Program Manager (LPM) Joseph Pacheco conducted an announced Case Management inspection and met with Stanislaus County Office of Education Director II Child & Family Services (Director). Facility was closed on this date for professional development and no children were present during today\342\200\231s inspection. Also present was Site Director, Michelle Higginson. LPA toured the inside and outside of the facility. The licensee is Stanislaus County Office of Education and they are requesting a capacity increase from 41 to 60 children. Facility currently operates in classrooms 2 and 3 and are requesting to add classroom 1. Facility will operate year-round. This program currently operates Monday \342\200\223 Friday 7:00 am \342\200\223 5:00 pm. Director stated that facility provides breakfast, lunch and afternoon snacks. Food is prepared off-site at a centralized location and delivered to the facility daily. No kitchen area was observed but a refrigerator was observed in classroom 1. Ill children will be isolated in the Site Director\342\200\231s office and utilize the staff bathroom located in the administration building. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements for all classrooms were taken and reviewed with Licensee. The total inside area of all preschool classrooms measured to an approximate 2,303 square feet which will accommodate the requested capacity of 60 preschool children. There is a total of 13 sinks/hand washing fixtures and 6 toilets which will accommodate the requested capacity . Facility utilizes water fountains to provide water to children during indoor and outdoor activities. Water fountains were observed in each classroom and in the outdoor play area. CONTINUED ON LIC809-C The outdoor activity area measured to an approximate 8,928 square feet which will accommodate the requested capacity of 60 preschool children. A high climbing play structure with rubber cushioning underneath was observed. Shade is provided by a shade structure. Mature trees provide additional shade. The equipment observed appeared to be age appropriate. LPA reminded Licensee to make sure they maintain visual supervision of children at all times. A fire clearance for 60 preschool children ages 2-5 in classrooms 1-3 was granted by the Stanislaus County Consolidated Fire Department on 8/7/25. Pending a final file review, a recommendation will be made to license classrooms 1-3 for a capacity of 60 preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Stanislaus County Office of Education Director II Child & Family Services, Jewelee Lemus. A notice of site visit was given to Stanislaus County Office of Education Director II Child & Family Services, Jewelee Lemus and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
