What the inspector wrote

On 01/27/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the preschool-age license at the facility located on the Carroll Fowler Elementary School campus in Room 42. The facility operates on a traditional school-year schedule with half-day morning and afternoon sessions. Hours of operation are Monday through Friday, 8:00 AM to 11:15 AM for the morning session and 12:00 PM to 3:15 PM for the afternoon session. LPA met with Director Mary Gonzales and toured the facility, including indoor and outdoor areas. LPA observed that all poisons are stored in a locked area, and no poisons or hazardous materials such as disinfectants, cleaning solutions, or medications were accessible to children. There are no swimming pools or bodies of water on the premises. LPA informed the director about AB 2866, effective 01/01/2025, requiring compliance with the Swimming Pool Safety Act, as outlined in Health and Safety Code Section 1596.814. A Provider Information Notice (PIN) will be issued. The director confirmed there are no firearms or ammunition on-site. Furniture and equipment were found to be in good condition, free of sharp or loose parts. Outdoor play equipment is safe, with cushioning materials in place around climbing equipment, swings, and slides. The outdoor activity area is well-maintained and free of hazards. Toilets and handwashing facilities are in sanitary operating condition. Floors are clean and safe, and solid waste containers have tight-fitting lids and are in good repair. The facility is equipped with functioning carbon monoxide detectors. Drinking water is readily available indoors and outdoors, provided through personal water bottles and a water dispenser with disposable cups. Meals are prepared at the elementary school cafeteria. Menus are posted at least one week in advance for review by authorized representatives. (Continued on LIC809-C) The facility is operating within its licensed capacity and maintaining required teacher-child ratios. At least one staff member trained in CPR and Pediatric First Aid is present during operational hours and offsite activities. LPA reviewed a sample of children\342\200\231s files and found them complete, including emergency contact information and medical assessments. A review of staff files confirmed compliance with health screening requirements, immunizations for influenza, pertussis, and measles, and valid mandated reporter training. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which offers resources such as forms, regulations, PINs, and quarterly updates. Reporting requirements, as outlined in Section 101212, were also reviewed. Director was reminded that all adults 18 and older, including employees and volunteers, must obtain a criminal record clearance or exemption before being present at the facility, per Health and Safety Code Section 1596.871. Violations could result in a civil penalty of $100 per day, up to a maximum of 30 days for repeat offenses. LPA discussed Assembly Bill (AB) 2370, which requires Child Care Centers (CCCs) constructed before January 1, 2010, to test their water for lead contamination. Lead testing must occur every five years, with initial tests completed by January 1, 2023. LPA verified that the facility has complied with these requirements and referred the director to the department\342\200\231s lead testing information webpage: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . This facility provides Incidental Medical Services (IMS). LPA reviewed the storage of medication, equipment, and relevant records. For more information, the director was referred to PIN 22-02-CCP. Additionally, information about the Americans with Disabilities Act (ADA) was provided, including the U.S. Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA,\342\200\235 available at ADA Child Care Centers . The director was informed about MyChildCarePlan.org , a consumer education website connecting families with childcare providers and Resource and Referral Agencies across California. (Continued on LIC809-C) To enhance the inspection process, LPA noted that a survey may be sent to the email address on file and encouraged the director to provide feedback. An exit interview was conducted, and the report was reviewed with Director Mary Gonzales. No deficiencies were cited under Title 22, Division 12 of the California Code of Regulations.
