Inspector’s narrative

What the inspector wrote

On 01/24/25, Regional Manager (RM) Susie Fanning, Licensing Program Manager (LPM) Kari McWilliams and Licensing Program Analyst (LPA) Yesenia Fierro met with Director, Jennifer Beall for an Informal meeting at the Fresno Regional Childcare Office. The purpose of today\342\200\231s informal meeting was to discuss a recent violation of Title 22 Regulations pertaining to Care and Supervision. On 11/22/24, LPA Fierro conducted an unannounced Case Management inspection to follow up on an Unusual Incident report that was reported to Community Care Licensing (CCLD) on November 18, 2024, regarding a child leaving the classroom unnoticed and being unsupervised for approximately 1-2 minutes. Based on staff interviews conducted LPA was able to determine that there was an absence of supervision resulting in Child #1 exiting the classroom without being noticed and being unsupervised for approximately 1-2 minutes. During the unannounced inspection a Type A deficiency was cited for violation of California Code of Regulations Title 22 Division 12 Section 101229(a)(1), which states: (a)The licensee shall provide care and supervision as necessary to meet the children's needs. (1) No child(ren) shall be left without the supervision of a teacher at any time. Supervision shall include visual observation. The above deficiency was reviewed and discussed during today\342\200\231s informal meeting. Director Jennifer Beall has provided evidence to LPA Fierro that staff have been retrained on care and supervision and the facility has installed new door alarms on the classroom\342\200\231s front door. Director was informed that any further repeats of the above deficiencies may result in a Non-Compliance Conference and possible referral to the Legal Division for Administrative Action. Facility shall stay in compliance with Title 22, Division 12, Chapter 1 regulations at all times. No Deficiencies were cited during today\342\200\231s office visit. A signed copy of this report and appeal rights were provided to Director Jennifer Beall.
