Inspector’s narrative

What the inspector wrote

On 8/26/22, Licensing Program Analysts (LPA) Jeovanna Yanez conducted an unannounced case management inspection. LPA met with Acting Director, Heather Kimura, who accompanied LPA on a tour of the facility, and a census was taken. The purpose of today\342\200\231s inspection is to address a lead exceedance referred to as an Action Level Exceedance (ALE) of over 5 parts per billion (ppb) from water at the facility. On 9/13/2021, Fresno Regional Office received notification that the facility has very high lead exceedance from the water sample collected on 5/4/21. As of this date, there has not been any documentation received to ensure the facility is in compliance with the Written Directives provided in PIN-21-21-CCP. LPA reviewed the facility sketch and lead sampling results with Acting Director to identify which water outlet tested with ALE. Acting Director stated a sink that is located in the main kitchen of the "sister school" had high lead exceedance, but this sink is not part of the Preschool program. Acting Director stated the "sister school" consists of the K-12 school age program, and the kitchen sink with high lead exceedance has ceased operation. LPA discussed with Acting Director different options to bring the facility into compliance: providing documentation that the kitchen sink has ceased operation, and providing alternate potable water like bottled water. LPA also discussed grant funding available for testing and remediation of lead in Child Care Centers. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, 809 D). Acting Director was provided a copy of appeal rights. An exit interview was conducted with the Heather Kimura. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
