What the inspector wrote

Licensing Program Analysts (LPAs), Roman Iglesias and Cynthia Brannon, conducted an unannounced complaint inspection to provide findings for the above allegation. LPAs met with Director Linda Wiggins, reviewed the allegation with her, and took a census. Staff #1 admitted he pulled the daycare children’s ears/rubbed the daycare children’s heads in a “playful manner” and stated he was unsure if he could stop doing that, as he did it to show affection towards the children. LPAs advised Staff #1 he is to discontinue pulling children’s ear/ rubbing their head, as it is not appropriate. Based on the investigation conducted, the findings determined the allegation found to be as substantiated due to staff #1 admitting to pulling daycare children’s ears/ rubbing daycare children’s head. Per California Code of Regulations, Title 22, Division 12, Chapter 1, this deficiency is being cited on the attached LIC 9099D. An exit interview conducted with Director, Linda Wiggins. A copy of this report and Appeal Rights were provided and discussed with Mrs. Wiggins. A Notice of Site Inspection Form was posted to parent's board and must remain posted for 30 days.

This requirement was not met as evidenced by staff #1 admitting to pulling children's ears/ rubbing their hair in a "playful" manner. This is a potential risk to personal rights, health and safety of children in care.
