What the inspector wrote

Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the preschool license. LPA met with Site Supervisor Susan Savage and toured the facility, including both indoor and outdoor areas. The facility operates Monday through Friday from 7:00 AM to 6:00 PM and provides preschool daycare services. During the inspection, LPA observed that all poisons are stored in a locked area. No poisons were observed on the premises. Disinfectants, cleaning solutions, medications, and other hazardous items were made inaccessible to children. There is no swimming pool or other bodies of water on the premises. No firearms or ammunition are stored or permitted at the facility. LPA discussed new pool safety requirements under Assembly Bill (AB) 2866, effective January 1, 2025, and informed Site Supervisor Susan Savage that Provider Information Notice (PIN) 25-01-CCP, issued on January 6, 2025, contains details about in-ground pool compliance requirements. Furniture and equipment were observed to be in good condition, free of sharp, loose, or pointed parts. Playground equipment was also in safe condition. The outdoor play area surface is maintained safely and free of hazards. Cushioning material is present under and around high climbing equipment and slides to help absorb falls. All toilets and handwashing facilities are in safe and sanitary condition. The facility has at least one functioning carbon monoxide detector. Floors throughout the facility are clean and safe. Solid waste containers have tight-fitting lids and are in good repair. Drinking water is available both indoors and outdoors. Children bring personal water bottles from home. Additionally, a water jug with disposable cups is available outdoors, and each classroom has a filtered water dispenser stored in a refrigerator. The facility provides a morning and afternoon snack. Meals are brought from home by parents. Snack menus are posted at least one week in advance in a location accessible to authorized representatives. The facility is operating within the capacity and limitations specified on the license. At least one staff member with current CPR and Pediatric First Aid certification is present during operating hours and offsite activities. The name of the center director or designated fully-qualified teacher in the director\342\200\231s absence has been reported to the Department. All children are under visual supervision at all times, and the facility is in compliance with teacher-to-child ratios. A sample of children\342\200\231s files reviewed contained complete contact information for authorized representatives, as well as medical assessments. Staff files reviewed were complete and included health screenings, immunization records for influenza, pertussis, and measles, and documentation of completed Mandated Reporter training. LPA discussed the Community Care Licensing Division (CCLD) website: www.ccld.ca.gov , which provides resources including forms, regulations, Provider Information Notices (PINs), and quarterly updates. LPA also reviewed Reporting Requirements under Title 22, Section 101212. Site Supervisor Susan Savage was reminded that all adults 18 years or older, including staff and volunteers, unless otherwise exempt under Health and Safety Code section 1596.871 must obtain a criminal record clearance or exemption before being present in the child care center. Violations of this requirement may result in a civil penalty of $100.00 per person per day, up to 5 days, or up to 30 days for repeat violations. Assembly Bill (AB) 2370 requires licensed child care centers constructed before January 1, 2010, to test drinking and food preparation water for lead contamination before January 1, 2023, and every five years thereafter. For facilities licensed after July 1, 2022, water must be tested within 180 days of licensure, per PIN 21-21.1-CCP. LPA verified that the required lead testing was completed in accordance with this directive. LPA referred Site Supervisor Susan Savage to the Department\342\200\231s water testing website: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . Incidental Medical Services (IMS) policy was discussed. For further information, see PIN 22-02-CCP. If IMS is provided, an updated Plan of Operation must be submitted to the Department. Information regarding the Americans with Disabilities Act (ADA) was provided, including the U.S. Department of Justice ADA Information Line: (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA,\342\200\235 available at: https://www.ada.gov/resources/child-care-centers/ . LPA also informed Site Supervisor Susan Savage about the MyChildCarePlan.org website, which offers consumer education and helps families find child care and connect with local Resource and Referral (R&R) agencies throughout California. An exit interview was conducted, and the report was reviewed with Site Supervisor Susan Savage. Appeal rights were provided. No deficiencies were cited today under Title 22, Division 12 of the California Code of Regulations. This report shall be made available to the public upon request. A Notice of Site Visit (LIC 9213) was provided and must be posted for 30 days.
