What the inspector wrote

On October 27, 2022, Licensing Program Analyst (LPA) C Brannon met with Center Supervisor, Guillermina Ramirez-James. Licensee submitted an unusual incident report to Fresno Child Care Regional office. The incident took place on 5/3/2022. Child #1 injured child #3. During today's inspection, LPA reviewed children's files, received documents, interviewed staff, observed children and took a census. Child #1 was playing in the sandbox, when child #3 grabbed a plastic child-size shovel with enough force to pull child #1 onto all fours. Staff #1 was standing near by and had requested child #3 not to take child #1's toy. As staff #1 was assisting another child, child #3 looked at staff #1 and forcefully pulled child #1's toy shovel, causing child #1 to fall on all four. Child #1 grew angry and before staff #1 could intervene, child #1 hit child #3 with the shovel on the head. Child #3 starting crying and received a cut on the head. Staff #1 attended to child #3. The area of the injury was assessed, pressure and an ice pack was applied. Parent of child #3 was called and recommended for child #3 to be seen by physician. Child #3 was taken to emergency. Child #3 sustained two cuts, with one cut required glue to close injury. Based upon interviews, staff acted appropriately and met Title 22 standards. Per California Code of Regulations Title 22, Division 12, no deficiency to be cited during today's inspection. Exit interview conducted with Center Supervisor, Guillermina Ramirez-James.
