What the inspector wrote

On October 27, 2022, Licensing Program Analyst (LPA) C Brannon met with Center Supervisor, Guillermina Ramirez-James. Licensee submitted an unusual incident report to Fresno Child Care Regional office. The incident took place on 10/3/2022. Child #1 injured child #2. During today's inspection, LPA reviewed children's files, received documents, interviewed staff, observed children and took a census. Child #1 was playing in the block area. Child #2 knocked over the tower built from magnetic blocks. Child #1 grew angry. Staff # 2 was sitting on the circle time floor rug, which was between 3 to 5 feet away from the children in the block area. Staff #1 was nearby with children. Child #2 tried to run away from child #1, but was unable due to child #1 had the back of child #2's shirt. Child #1 held on to child #2's shirt and bit child #2 on the back. As child #1 started to grab child #2, staff were moving towards the two children but were unable to intervene before child #1 bit child #2. Child #1 bite broke the skin on child #2. After seeing child #2's bite mark, child #1 appeared to be remorseful. Child #2 was seen by a physician and returned to facility the next day. Staff #1 was able to pry child #1's mouth to release child #2. Staff assessed child #2's injury, applied pressure, washed area, applied ice and called parent. Staff recommended for child #2 to be seen by physician. Based upon interviews, staff acted appropriately and met Title 22 standards. Per California Code of Regulations Title 22, Division 12, no deficiency to be cited during today's inspection. Exit interview conducted with Center Supervisor, Guillermina Ramirez-James.
