Facility-requested visit·August 14, 2025

On 08/14/2025, Licensing Program Analyst (LPA) David Rocha and Licensing Program Manager (LPM) Joseph Pacheco conducted an announced Case Management inspection and met with Stanislaus County Office of Education Director II Child & Family Services (Director). Facility was closed on this date for professional development and no children were present during today\342\200\231s inspection. Also present was Site Director, Guillermina Ramirez - James. LPA toured the inside and outside of the facility. The licensee is Stanislaus County Office of Education and they are requesting to swap the existing infant and toddler classrooms with one another. Facility also has a preschool license (503808599). This program currently operates Monday \342\200\223 Friday 7:00 am \342\200\223 5:00 pm. Director stated that facility provides breakfast, lunch and afternoon snacks. Food is prepared off-site at a centralized location and delivered to the facility daily. A refrigerator was observed in classroom 1. Ill children will be isolated in the Site Director\342\200\231s office and utilize the staff bathroom located in the rear of the building. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements for all classrooms were taken and reviewed with Licensee. The total inside area of the new infant classroom measured to an approximate 297 square feet which will accommodate the licensed capacity of 8 infant children. The total inside area of the new toddler classroom measured to an approximate 493 square feet which will only accommodate a maximum of 14 toddler children based on Title 22 requirements of 35 square feet per child for indoor activity space. The licensed toddler capacity will be adjusted to 14 to meet required Title 22 regulations. CONTINUED ON LIC809-C During inspection of the infant classroom LPA observed that the barrier separating the infant indoor crib space and the infant outdoor activity space was not four feet high all the way across. There is a total of 1 sink/hand washing fixtures for infants which will accommodate the licensed capacity of 8 infant children . There is a total of 3 sinks/handwashing fixtures and 1 toilet for toddlers which will accommodate 14 toddler children. Facility has a water fountain in the preschool classroom which they utilize to fill pitchers to provide infant children and toddler children water in their respective classrooms. Facility provides cups for children to consume water. The outdoor activity area was not measured as there have been no changes to the outdoor activity area. The equipment observed appeared to be age appropriate. LPA reminded Licensee to make sure they maintain visual supervision of children at all times. A fire clearance for 8 infant children ages 0-2 in infant classroom and 15 toddler children in the toddler classroom was granted by the Modesto Fire Department on 7/30/25. The following must be completed prior to approval of the new classrooms: Indoor 1. Fix the barrier in the infant classroom separating the crib space from the infant outdoor activity space so that it\342\200\231s at least four feet high. Pending a final file review, and completion of the above item, a recommendation will be made to license the new infant classroom for 8 infant children and the new toddler classroom for 14 toddler children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Stanislaus County Office of Education Director II Child & Family Services, Jewelee Lemus. A notice of site visit was given to Stanislaus County Office of Education Director II Child & Family Services, Jewelee Lemus and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
