What the inspector wrote

On 6/2/23, Licensing Program Analysts (LPAs) Joseph Pacheco, Julie Baptista and Licensing Program Manager (LPM) Cynthia Brannon conducted an announced pre-licensing inspection and met with Owner, Amanda Simoni. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 1501 Magnolia St. Oakdale, CA 95361. This is a change of ownership and the applicant is requesting 66 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year-round. This facility will provide full-time and part-time options from 7:00am \342\200\223 5:00 PM Monday through Friday. This program will operate in four classrooms in two buildings. Rock N\342\200\231 Roots and Little Seeds Classrooms are located in one building. Super Sprouts and Mighty Trees classrooms are located in a separate building. Applicant is aware to contact the Fresno Community Care Licensing Regional Office for a change in classrooms and/or change in capacity. Parents will take their children to the classroom and staff will conduct the daily health check. Amanda Simoni stated that parents will provide lunches for their children. The facility will provide an AM and PM snack. Staff will utilize the bathroom in the Little Seeds classroom which is not used by children. Ill children will be isolated in the Director\342\200\231s office and use the Little Seeds bathroom. The classrooms were observed to be free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units need to be anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play with. LPA also reminded Owner to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors on the premises. LPAs reviewed with Owner, Amanda Simoni, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There is a restroom in three classroom with at least one toilet and one sink. Children in Little Seeds classroom are not toilet trained. Room measurements were taken and reviewed with Owner, Amanda Simoni. The total inside preschool area measured to an approximate 2,304 square feet which will accommodate 66 preschool children. CONTINUED ON 809-C There is adequate storage space available for children's belongings in the classroom. Owner understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 8 toilets and 7 sinks/hand washing fixtures which will accommodate the requested capacity of 66 preschool children. Applicant will be providing toilet training. There is one changing table located in the Little Seeds classroom. Children in the other classrooms will be potty trained. Children will be bringing water bottles/sippy cups from home. Facility is providing water from an outside water service. The approximate outside square footage for the preschool area is 13,222 square feet which will accommodate the requested capacity of 66 preschool children. The preschool play area is gated all around. Facility will not be using the Bark outdoor area at this time. Applicant is aware to contact the Fresno Community Care Licensing Regional Office if they would like to have the Bark outdoor area approved. LPA observed age appropriate toys and equipment. No high climbing equipment was observed. There is shade available where children can rest. Mature trees provide additional shade. LPA reminded Owner, Amanda Simoni, to provide adequate supervision at all times. A fire clearance was approved by the Stanislaus County Fire Inspector for 67 preschool children on 4/19/23. An updated fire clearance for 66 preschool children will be needed. The following items must be completed prior to issuing a license by 6/9/23 or sooner. Inside Daycare: 1) Anchor cubbies and furniture that can not be tipped over in all classrooms. 2) Purchase a trash can with a tight-fitting lid. 3) Purchase water pitchers or water pitchers for each classroom to make water readily available at all times. 4) Receive an updated fire clearance for 66 preschool children. This facility does plan to provide Incidental Medical Services \342\200\223 IMS. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm CONTINUED ON 809-C Owner, Amanda Simoni was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Pending a final file review and completion of the above items, a recommendation will be made to license the above facility for a capacity of 66 preschool children.
