What the inspector wrote

On 8/21/23, Licensing Program Analyst (LPA) Joe Pacheco conducted an announced pre-licensing inspection and met with Stanislaus County Office of Education Director II, Jewelee Lemus. Also present was Center Supervisor, Sharlet Adamzadeh. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. The center is located at address 2004 Evans Rd. Ceres, CA 95307. Licensee is Stanislaus County Office of Education (SCOE). This is a new facility, and the applicant is requesting a license for 15 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate on a traditional school year schedule from 7:30 AM to 3:00 PM Monday through Friday. This program will operate in one classroom. LPA observed a separate space which Director II states will be used by the SCOE Home Based program. Parents will be on-site when children are in attendance at that program. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Parents will take their children to the classroom and staff will conduct the daily health check. Director II stated that the center will provide breakfast, lunch and a PM snack. Food will be prepared at Sylvan Union School District\342\200\231s centralized kitchen and delivered to the facility daily. LPA observed a small kitchen on the premises which is inaccessible to children in care. The knives and sharp utensils are stored in a drawer. Staff will utilize the bathroom located in the entryway. Ill children will be isolated in the Center Director\342\200\231s office and utilize the staff bathroom. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The cubbies and tall indoor play equipment are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Center Director to not store anything on top of high shelves that could potentially fall on children. There is a working smoke detectors and carbon monoxide detectors in in the classroom. LPA reviewed with Director II, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. CONTINUED ON LIC809-C Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Room measurements were taken and reviewed with Director II. The total inside preschool area measured to an approximate 595 square feet which will accommodate the requested capacity of 15 preschool children. Director II understands that children's equipment needs to match the capacity SCOE is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 1 sink/hand washing fixtures which will accommodate the requested capacity of 15 preschool children. Applicant will be providing toilet training. Facility will be providing paper cups for water consumption out of a paper cup dispenser for indoor activities. LPA observed a water fountain outside which Director II states will be used during outdoor activities. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). The outside square footage is approximately 1282 square feet which will accommodate requested capacity of 15 preschool children. The outdoor play area is gated all around. LPA observed age appropriate toys and play equipment. LPA observed a high climbing play structure in need of repairs. Director II states that the high climbing play structure will be replaced in approximately one month. The current play structure will be made inaccessible to children by installing a temporary fence. There is a shaded patio cover where children can rest and get water. LPA reminded Director II that visual supervision is to be provided to children in care at all times. Staff are fingerprint cleared as a condition of employment through Stanislaus County Office of Education. A fire clearance for a capacity of 15 preschool children was approved and granted by the Modesto Fire Department on 8/8/23. The following items must be completed prior to issuing a license by 8/28/23 or sooner. Intside Daycare: 1) Purchase scissors, tweezers, antiseptic solution, first aid manual and sterile first aid dressings for first aid kit. Outside Daycare: 1) Install fencing to make the high climbing play structure inaccessible to children. CONTINUED ON LIC809-C This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. Stanislaus County Office of Education has an IMS plan on file with the Fresno Regional Offiice.
