What the inspector wrote

On 3/6/24 at 9:30 am, Licensing Program Analysts (LPA\342\200\231s), Joseph Pacheco and Miguel Herrera conducted an announced Pre-Licensing inspection for an infant and toddler component. Facility is currently licensed for 104 preschool children ages 2-5 but is applying for a decrease in capacity (License number 500306376). Upon arrival, LPAs met with Modesto City Schools Senior Director of Early Childhood Education (Director), Heidi Nunes. Also present was Site Supervisor, Clara Nakai. Applicant is requesting to be licensed for 48 preschoolers ages 2-5 in classrooms A & B, 12 toddlers ages 18-36 months in classroom D and 12 infants ages 0-2 in classroom C. Hours of operation will be Monday \342\200\223 Friday, 8:00 am \342\200\223 4:00 pm with full day and half day options. Half day sessions are from 8:00 am \342\200\223 11:00 am and 12:00 pm \342\200\223 3:30 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in in the first aid cabinet in each classroom. A fully equipped first aid kit is located in the first aid cabinet of each room. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the each classroom. Preschool license is posted in the lobby. Children will be signed in and out at the front desk. LPAs continued to tour the facility and measured all indoor and outdoor activity spaces. Total indoor activity space for the infant classroom measured to an approximate 672 square feet which is sufficient to accommodate the requested capacity of 12 infants. Total indoor activity space for the toddler classroom measured to an approximate 926 square feet which is sufficient to accommodate the requested capacity of 12 toddlers. Total indoor activity space for the preschool classrooms measured to an approximate 1,832 square feet which is sufficient to accommodate the requested capacity of 48 preschool children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. CONTINUED ON LIC 809-C Drinking water is available in the classrooms via a filtered water pitcher. Facility provides paper cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/9/24 by the City of Modesto Fire Department for 48 preschool children, 12 toddler children and 12 infant children. In the infant room(s) high chairs and feeding tables have broad-based legs, wood seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a see through partition. This barrier was observed to be less than four feet high measuring 32 inches, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant and toddler classrooms. Needs and Services Plans and Sleep Plans are kept in the infant and toddler classroom. LPAs observed a total of 4 sinks and 4 toilets available for children\342\200\231s use in the preschool classroom. LPAs observed 3 toilets and 3 sinks in the toddler classroom D. LPAs observed 2 sinks in the infant classroom C. The infant room(s) have at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of 48 preschool children, 12 toddler children and 12 infant children. There is a separate staff restroom equipped with a toilet and a sink which will be the bathroom sick children who are isolating will use. The isolation area for children who are ill will be in Classroom D in a corner that will be separated by a moveable gate. Facility will provide breakfast, lunch and AM and PM snack. Food is prepared off-site at Modesto City School\342\200\231s centralized kitchen and delivered to the facility daily. The facility currently has two fully fenced playground areas. One is for the preschool component. Infant and toddler children will share the other outdoor component at separate times. Applicant has requested a waiver for the infant and toddler children to share the outdoor space at separate times. Chain link fencing surrounding the perimeter of each outdoor space is at least four feet high. The total square footage of the outdoor activity space for the preschool is 19,453 square feet which is sufficient to accommodate the requested capacity of 48 preschool children. The total square footage for all the outdoor activity space to be shared by infants and toddlers is 6,264 square feet which is sufficient to accommodate the requested capacity of 12 infants and 12 toddlers. Shade is provided via a shaded patio area in each outdoor space. CONTINUED ON LIC809-C Mature trees provide additional shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There are two climbing structures on the preschool playground for children which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chip cushioning. Drinking water is available via water fountains and filtered pitchers that Director stated will be brought outside. LPAs observed all hazardous items on the playground(s) to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Staff are fingerprint cleared as a condition of employment through Modesto City Schools District. The following corrections are needed prior to the issuance of a license for the infant and toddler component: Inside Facility: 1) Install a moveable wall or partition that is at least four feet high to separate the infant classroom space from the infant crib area. Director, Heidi Nunes understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Pending a final file review, completion of the above item and approval of the waiver for the infant and toddler children to share the same outdoor activity area, a recommendation will be made to license the above facility for the requested capacity of 48 preschool children, 12 toddler children and 12 infant children. CONTINUED ON LIC809-C LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
