Inspector’s narrative

What the inspector wrote

On 09/09/2025, Licensing Program Analyst (LPA), Ka Vang conducted an unannounced Annual Random Inspection and was met by licensee Ana Estrada. Licensee confirmed days and hours of operation are Monday to Friday, from 7:30 a.m. to 4:30 p.m. The home has a working telephone service and LPA confirmed the phone number. LPA toured the home inside and outside, and a census was taken. This is a single level home and there are no stairs. Current facility sketch (LIC 999A) was reviewed, and Licensee confirmed the office (play area) inside the main house, the restroom on the adjacent building, and the outside play areas are accessible for children to use. All other rooms are off-limits and made inaccessible by using children\342\200\231s safety gate and locks. There is a fireplace located in the off-limits living room, and it is made inaccessible to the children using a fire screen protector. LPA observed a floor heater/air condition in the office (play area). Ana stated that when the heat is on, the floor heater does not get hot. Ana stated that there are no firearms in the home. Safe toys and play equipment are observed. During the inspection, LPA observed there were bottles of poisons in the backyard. A deficiency was cited, see LIC809-D page. Detergents, cleaning compounds, medication and other hazardous items are inaccessible. LPA observed a built-in swimming pool in the backyard, the pool gate is self-latching, self-closing, the fence is high at least 5 feet tall, and there are no windows that have direct access to the pool area; however, there were other items missing. A deficiency was issued. See LIC809-D Page. (Continued on LIC809-C). There is one fireplace in the home located in the off-limits living room and is made inaccessible by a screen. Licensee stated that the fireplace will not be in use during daycare hours. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Fire drills are conducted and documented with the date, time and how many children are present every six months. Licensee ensure that children in care are supervised at all times and is aware that children shall not be left in parked vehicles. The outdoor play area in the backyard is fenced. Capacity as specified on the license is being maintained. LPA reviewed a sample of children\342\200\231s files and observed files were complete with emergency information as required. Licensee was advised to maintain current Mandated Reporter Training on file. Licensee\342\200\231s pediatric CPR/First Aid certification expires on 12/2024. A deficiency was issued during today\342\200\231s inspection as the CPR/FA expired 12/2024. A review of records indicates that Licensee has immunization records on file for influenza, pertussis, and measles. LPA discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to resources such as forms, regulations Provider Information Notices (PINs), and Quarterly Updates. LPA discussed Reporting Requirements as outlined in the regulations (Section 102416.2) with licensee. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in the Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, the following deficiencies are being cited during today\342\200\231s inspection: (See next page, LIC809-D). Exit interview conducted and report was reviewed with licensee. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA verified the RSO profile in FAS. Licensee was provided with appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

    Based on observation, the licensee did not comply with the section cited above. LPA observed the following: no proof that the mesh fencing is complaint with the American Society for Testing and Materials (ASTM) International Standard F2286, no proof of pool alarm, no Rescue pole with a body hook of minimum fixed length of 12 feet, and no current daily log affirming daily inspection. These poses a potential health, safety, or personal rights risk to children in care.
