What the inspector wrote

On 12/18/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was met by Licensee Dianna Martinez, who is Spanish-speaking. The facility operates Monday through Friday from 5:00 AM to 6:00 PM. LPA toured the home inside and outside, and a census was taken. LPA reviewed the current facility sketch and confirmed that the front and back living rooms, kitchen, dining room, "little room," and hallway bathroom are used for providing care and are accessible to children. All other rooms are off-limits and are made inaccessible by door locks or plastic door knob covers. There are no swimming pools or other bodies of water on the premises. There are no firearms or ammunition on-site. Poisons are stored in a locked area, and none were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items are made inaccessible to children. The fireplace in the front living room is made inaccessible by a glass door and will not be used during daycare hours. The home is equipped with a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation for safety and comfort. This is a single-level home with no stairs. Safe toys and play equipment were observed. The home has working telephone service, and the phone number was confirmed as (209) 380-4059. The licensee ensures children in care are supervised at all times and is aware that children shall not be left in parked vehicles. The outdoor play area in the backyard is fenced and free of hazards. The capacity as specified on the license is being maintained. ***Please see 809-C*** LPA reviewed a sample of children\342\200\231s files and observed they were complete with required emergency information. The licensee\342\200\231s Mandated Reporter Training is valid through 03/14/2025, and pediatric CPR/First Aid certification is valid through 03/18/2025 . A review of records indicates that all employees and volunteers have immunization records on file for influenza ( statement on file regarding the decline of influenza .), pertussis, and measles. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. Reporting Requirements as outlined in Section 102416.2 of the regulations were also reviewed. Licensee was reminded that all adults 18 years and older living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to being present in the licensed Family Child Care Home. A civil penalty of $100 per day, up to five days, or for a maximum of 30 days for repeat violations, will be assessed if this regulation is violated. LPA discussed safe sleep regulations and provided information about the Child Care Licensing Safe Sleep webpage ( https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep ) as a resource. LPA also informed the licensee about the importance of checking for recalled infant products on the Consumer Product Safety Commission (CPSC) website ( https://www.cpsc.gov ) and recommended registering all infant devices with the CPSC to receive recall notifications. Incidental Medical Services (IMS) policy was discussed. LPA referred the licensee to PIN 22-02-CCP for more information. If IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA provided information about the Americans with Disabilities Act (ADA), including the US Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY). Additional information about ADA compliance for child care centers can be found at https://www.ada.gov/resources/child-care-centers/ . LPA informed the licensee about the MyChildCarePlan.org website, which is a consumer education resource that connects families with childcare providers and Resource and Referral Agencies (R&Rs) throughout California. ***Please see 809-C*** To improve the quality and value of the inspection process, a survey may be sent to the licensee\342\200\231s email address. An exit interview was conducted, and the report was reviewed with Licensee Dianna Martinez. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility, and LPA verified the RSO profile in FAS. Per Title 22, Division 12, of the California Code of Regulations, no deficiencies were cited. The licensee was provided with Appeal Rights, and the LIC 9213 Notice of Site Visit was issued and is required to be posted for 30 days. ***End of Report***
