What the inspector wrote

On 12/19/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual Required/Random Inspection and met with Licensee Maria Tapia, along with her assistants. The facility operates Monday through Friday from 7:00 AM to 5:30 PM. The working phone number for the facility is (209) 818-3912. LPA toured the home inside and outside, and a census was taken. At the licensee\342\200\231s request, an additional room was inspected and approved for use effective 12/19/2024. The facility sketch was updated to reflect the use of the infant room, living room, and hallway bathroom for childcare. All other rooms are off-limits and made inaccessible with baby gates, mesh barricades, and doorknob spinners. The backyard has a built-in swimming pool that is fenced and made inaccessible. The pool gate is self-latching, self-closing, and opens away from the pool. There are no windows or doors with direct access to the pool area. LPA informed the licensee about AB 2866 \342\200\223 Pool Safety, which takes effect on 01/01/2025 and applies to all facilities regulated by the Department of Social Services. The Health and Safety Code requirements are outlined in Section 1596.814. Licensee was advised to monitor for a Provider Information Notice (PIN) with additional guidance on compliance. There are no firearms or ammunition on the premises. Hazardous items, such as poisons, cleaning supplies, medications, and detergents, are stored securely and made inaccessible. The fireplace in the family room is covered with an iron mesh screen and will not be used during daycare hours. The home has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation. This is a two-story home, and the stairs are barricaded when children under age five are present. Safe toys and play equipment were observed. The outdoor play area in the backyard is fenced and free from hazards. The facility maintains its licensed capacity, and children are supervised at all times. (Please see 809-C) Children\342\200\231s files were reviewed and found complete with required emergency information. The licensee\342\200\231s Mandated Reporter Training is valid through 12/01/2025, and her pediatric CPR/First Aid certification is valid through 02/02/2026. All staff have required immunization records for influenza (or declination statements), pertussis, and measles. LPA provided information on the Community Care Licensing website ( www.ccld.ca.gov ), which offers resources such as forms, regulations, Provider Information Notices (PINs), and updates. Reporting Requirements per Section 102416.2 were also reviewed. The licensee was reminded that all adults 18 and older residing or working in the home must have criminal record clearance or exemption prior to being present in the facility. Failure to comply will result in a civil penalty of $100/day for up to five days, or up to 30 days for repeat violations. Safe sleep regulations were discussed, and the licensee was directed to the Child Care Licensing Safe Sleep webpage ( https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep ). LPA emphasized the importance of checking for recalled infant products on the U.S. Consumer Product Safety Commission website ( https://www.cpsc.gov ) and recommended registering infant equipment to receive recall notifications. This facility provides Incidental Medical Services (IMS). Storage of medication, equipment, and supplies was reviewed, along with children\342\200\231s, personnel, and administrative records. Additional ADA resources were provided, including the U.S. Department of Justice ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA\342\200\235 ( https://www.ada.gov/resources/child-care-centers/ ). The licensee was informed of MyChildCarePlan.org, a consumer education website that connects families to childcare providers and Resource and Referral Agencies (R&Rs) in California. (Please see 809-C) A survey may be sent to the licensee\342\200\231s email to evaluate the inspection process. During the exit interview, the licensee confirmed there are no Registered Sex Offenders living in the facility, and LPA verified the RSO profile in FAS. No deficiencies were cited under Title 22, Division 12, of the California Code of Regulations. The licensee was provided with Appeal Rights, and a LIC 9213 Notice of Site Visit was issued and must remain posted for 30 days. This report is available to the public upon request. (End of Report)
