Inspector’s narrative

What the inspector wrote

On 12/19/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was met by Licensee Elizabeth Herrera, along with Staff #1 and Staff #2. The facility operates Monday to Friday, 7:00 AM to 6:00 PM. LPA toured the home inside and outside, reviewed the facility sketch, and confirmed that the living room, kitchen, family room, and hallway bathroom are accessible to children. All other rooms are off-limits, secured with door locks or safety gates. There are no swimming pools or bodies of water. Firearms and ammunition are stored and locked separately. Hazardous items, including poisons, detergents, and medications, are stored securely and made inaccessible. The fireplace in the family room is covered with plywood and not used during daycare hours. Safety features include a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation. The home is single-story, with no stairs. Safe toys and play equipment are available, and the backyard play area is fenced with no hazards. The facility has a working telephone at (831) 431-3064. Children are supervised at all times, and capacity is maintained per the license. Children\342\200\231s files were reviewed and found complete with required emergency information. The licensee\342\200\231s Mandated Reporter Training is valid through 08/20/2025, and pediatric CPR/First Aid certification is valid through December 2024. Employee records confirm immunizations for influenza, pertussis, and measles. (Please see 809-C) LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ) for access to forms, regulations, PINs, and updates, as well as reporting requirements per Section 102416.2. Licensee was reminded that all adults living or working in the home must have a criminal record clearance or exemption per Health and Safety Code \302\247 1596.871 to avoid civil penalties. Safe sleep regulations were reviewed, and the Safe Sleep webpage ( https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep ) was shared as a resource. LPA emphasized the importance of checking for recalled infant devices on the CPSC website ( https://www.cpsc.gov ) and registering infant devices for recall notifications. The Incidental Medical Services (IMS) policy was discussed, including the need for a Plan for Providing IMS when applicable (see PIN 22-02-CCP). ADA resources, including the US DOJ ADA Information Line and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA\342\200\235 ( https://www.ada.gov/resources/child-care-centers/ ), were provided. Licensee was informed about the MyChildCarePlan.org website to help families connect with childcare providers and R&R agencies statewide. LPA encouraged completing the inspection survey, and questions regarding the inspection process can be sent to inspectionprocess@dss.ca.gov. Additional information is available at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process . An exit interview was conducted, and the licensee confirmed no Registered Sex Offenders reside at the facility, which LPA verified through the RSO profile in FAS. Per Title 22, Division 12, of the California Code of Regulations, no deficiencies were cited. Appeal Rights were provided. The LIC 9213 Notice of Site Visit was issued and must be posted for 30 days.
