What the inspector wrote

On 3/23/22 at 11:15am the LPA spoke with the Licensee, Michelle Lightle, who denied the allegation. She said authorized representatives are allowed into the classroom if they request, and a few parents still come in. The licensee said they were told (by Community Care Licensing) to create a policy when COVID started, and she didn't believe they had violated any regulations. The licensee said they had changed the door code to prevent too many people from coming in on a regular basis, and to prevent entry without a COVID screening. She said staff collect children as a 'regular policy,' but she has never denied entry to any authorized representative and was not aware of parents being upset. One staff (S1) was interviewed on 2/9/22 at 5:45 PM and denied the allegation. S1 stated that parents are allowed in if they are wearing a mask. Four parents (P1-P4) were interviewed on 2/9, 2/10 & 2/11/22 and all of them said they are not allowed into the classrooms . P1 stated they were uncomfortable not knowing which staff was caring for their children. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the owner, Michelle Lightel. *This report was amended on 4/28/22
