What the inspector wrote

Adult and staff interviews conducted on 10/23/2023 and 1/8/2024 stated Director Michelle Lightle is not on-site for the required amount of time to manage the daily operation of the facility. Adult and Staff stated the Director averages 20 minutes to 5 hours a day on days she is present at the facility. An interview conducted on 1/8/2024 with Parent #6 between 12:48pm and 12:59pm stated that on several occasions she has observed Staff #3 alone caring for infants. An interview conducted on 10/23/2023 with Staff #3 stated she left Staff #4 and Staff #6 with six infants in care. Staff #3 admitted to not knowing if Staff #4 or Staff #6 are infant-qualified teachers. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, [Title 22, 101416.5(a)(b) and 101215.1(d)], are cited on the attached LIC 9099D. Appeal rights were provided, and an exit interview was conducted. Notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
