What the inspector wrote

On 2/20/2026 at 12:50pm, an annual random inspection was made to the facility by Licensing Program Analyst (LPA) Laura Chavez, who met with licensee Evangelina Aguilar. At 1:05pm, the home was toured inside and outside. The licensee and 2 assistants were supervising 11 children and operating within the licensed capacity and ratio requirements. The facility operates 24 hours a day, 7 days a week. The licensee understands that more than 24 hour care to one child at one time is not allowed. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home is the second floor and the garage, and were made inaccessible by a baby gate placed at the bottom of the stairs, and a lock on the garage door. The children use the back yard as the outdoor play area, and it is fully fenced. There is an in-ground pool in the back yard. The pool is fully fenced with 5' mesh fencing and is compliant with the American Society for Testing and Materials (ASTM) International Standard F2286, and has an access gate that opens away from the pool and is self-closing with a self-latching, key lockable device placed no lower than 60 inches above the ground . LPA observed a rescue pole with a body hook with a minimum fixed length of 12 feet and a life ring measuring more than 17 inches and labeled as approved by the United States Coast Guard. The pool alarm was observed in the pool and tested. The licensee made available the documentation that establishes that the pool alarm is compliant with ASTM International Standard F2208. LPA reviewed the licensee's log showing the daily drowning prevention inspections. Five children's records were reviewed at 3:02pm. Three staff records were reviewed at 1:29pm. There are currently 4 adults living in the home. The following deficiencies were cited: CCR 102417(g)(9)(A) - a review of the licensee's documentation of the Fire & Disaster Drill indicates a drill has not been conducted within the last 6 months. HSC 1597.622(c) - proof of pertussis is not available for Assistant #4. CCR 102417(g)(8) - the licensee's roster is incomplete. 102425(c) - Individual Sleep Plan is not available for review for Infant #1. (see LIC 809D): Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed and re-reviewed the safe sleep regulations with licensee Evangelina Aguilar and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website. This consumer education website helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Evangelina Aguilar confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
