In an interview conducted on 9/3/2025 with Parent #1 (P1) between 10:22am - 10:25am denied the allegations and stated that to the best of their knowledge, children in diapers are changed when needed and finds their child's diaper clean and dry when picked up. P1 stated they have not observed their child or any other child confined to any chair or has knowledge of their child or any other child placed in time-out. In an interview conducted on 9/3/2025 with the licensee\342\200\231s assistant (A1) between 10:14am \342\200\223 10:18am whom denied the allegations and stated that diapers are checked regularly throughout the day and are changed as needed. A1 stated that no children are confined to any type of chair for long periods of time. A1 said children are asked to sit in the time-out chair no more than 1 minute per the age of the child. A1 denied that infants are placed in time-out. In interviews conducted on 11/15/2025 with Parent #2 (P2), Parent #3 (P3), Parent #4 (P4), and Parent #5 (P5) between 6:33pm \342\200\223 7:50pm stated they have no knowledge of their children\342\200\231s diapering needs not being met. P2, P3, P4, and P5 stated their children\342\200\231s diapers are clean and dry when their children are picked up. P2, P3, P4, and P5 denied observing or having knowledge of their child or any other children confined to any type of chair. P2, P3, P4, and P5 denied having knowledge of the licensee placing their child or any other child in time-out. Although the allegation of the licensee not ensuring that infant\342\200\231s diapering needs are being met, and that the licensee confines children to chairs for prolonged periods of time may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. An exit interview was conducted, and the report was reviewed with licensee Nancy Meza Bautista. Appeal rights were provided, a Notice of Site Visit was given, and it must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. All licensing reports are public information and must be made available upon request for at least three years.
