Inspector’s narrative

On 09/12/2025, Licensing Program Analyst (LPA) Kiriko Lynch met with licensee Mariah Martin in response to the licensee\342\200\231s request for an increase of capacity to 14. An approved fire inspection was approved on 08/20/2025. A copy of the staffing ratio requirements was provided and discussed with the licensee. The licensee acknowledged she understood the ratio requirements, and will have an assistant with the required documentation on file. The licensee understands that an assistant provider under the age of 18 cannot be left alone without an adult on the premises. The facility operates Monday-Friday 7:45 am to 5:15 pm. The residence is a 4 bedroom/2.5 bath single story home. The home and yard were toured, and the facility sketch was verified. The following areas will be off limits to children: all bedrooms, two bathrooms, family room, kitchen, laundry room, backyard, and shed. These areas have been made inaccessible by means of latched, locked gates, doors, fences. The home has a wood stove barricaded by fencing, and home also uses space heaters and a mini split for heating and air conditioning. The home is equipped with a working smoke detector and fire extinguisher rated at least 2A10BC. The children use the front yard as the outdoor play area, and it is fenced. There is no pool, spa, pond, fountain, or any other body of water on the premises. The Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Ashton Mariah Martin. Facility is licensed as of today 09/12/2025 for a large capacity license.
