Facility-requested visit·August 8, 2022

On 08/08/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced Case Management inspection and met with Cheri Doria, Director, who provided a tour of the facility both inside and outside. The center is located in Rooms 41, 43, 44 & 35 on the campus of Lincoln Elementary School. Director is requesting an increase in capacity from 72 to 96 preschool children. This is an AM/PM half day program which operates on a traditional school year schedule. Days and hours of operation are Monday through Friday. This program provides two sessions. AM session from 7:45 AM to 10:45 AM. PM session is from 11:45 PM to 2:45 PM. Director stated the center will provide breakfast and lunch. Meals are prepared at Central Kitchen, delivered to the classroom and children eat in the classroom. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Uncontaminated drinking water is available both indoors and outdoors. Menus are posted at least one week in advance where an authorized representative can view them. Ill children will be isolated in the school nurse's office and utilize the restroom in school nurse's office. Room measurements were taken and reviewed with Cheri Doria, Director. The total inside preschool area measured approximately 3,764 square feet which will accommodate the requested capacity of 96 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 10 toilets and 11 sinks/hand washing fixtures which will accommodate the requested capacity of 96 preschool children. Room 41 is currently going through renovation/alterations and will not be used at this time. Director will notify Fresno Regional Office when room is setup and ready to occupy and an inspection will be required prior to providing services to children in the Room 41. The approximate outside square footage for the preschool area is 12,667 which will accommodate requested capacity of 96 preschool children. The preschool play area is gated all around with two age appropriate structures , bike path and large grass area with age appropriate toys. Applicant is using cushioned artificial grass in fall zones. Children in room 35 will walk across campus to use play area located adjacent to Rooms 43 & 44. Director stated a separate play area will be constructed for use by room 35 in the future. Director will notify Fresno Regional Office when play area is ready to occupy and an inspection will be required prior to use. A fire clearance of 96 preschool children was approved & granted by the Lindsay Fire Department on 07/19/2022. This facility does plan to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. This facility does/does not provide care to infants. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of XX preschool(Infant or school age) children.
